Description:

The Berrien County Building and Grounds Department is seeking bids for the Sheriff's Department (2100 E Empire) fence and gate. Bids are required to be in a sealed envelope and must be received by the Purchasing Department at 701 Main Street, St. Joseph, MI no later than December 17, 2025 at 09:00 AM EST. Bid 2025-059 will be opened that same day at approximately 09:30 AM EST in the Board of Commissioners Room on the second floor (ground level).

Please note that if you have previously filled out the Affidavit of Compliance for the year 2025 it is not necessary to send another one.

The County of Berrien (OWNER) requests BID PROPOSALs for the BC Sheriff’s Dept – Fence &
Gates project at 2100 E Empire Ave, Benton Harbor, MI 49022. BID PROPOSALS will be received by
Sara Scharnowske, Financial Analyst for Berrien County at 701 Main Street, St. Joseph, MI 49085, until
Wednesday, July 9th at 9 AM, local time. Proposals can be submitted into the drop box at the North
entrance of the building, or directly delivered to the Financial Services department on the 4th floor.
Please note that this BID PACKET contains only one PRIME WORK PACKAGE.
Envelopes containing the BID PROPOSALs must be designated as:

Please note that for your BID to be considered, a physical copy must be submitted. No electronic or
emailed submissions will be accepted.
No BID PROPOSALs will be received after the date and time set forth above.
The WORK is described in full detail in the SPECIFICATIONS. Questions will be accepted in writing
to Christian Bacchiocchi, PROJECT MANAGER, OWNER’S REPRESENTATIVE, Bacchiocchi
Construction Services, Inc. (e-mail christian@bacchiocchicsi.com) until July 7th at 5 PM local time. A
written response will be included in an ADDENDUM to be prepared by the OWNER’S
REPRESENTATIVE and sent to all BIDDERS via e-mail.
A scheduled mandatory PRE-BID meeting and inspection will be held for all concerned parties on
Wednesday, June 25th at 9 AM local time, at the Berrien County Sheriff’s Department, located at 2100
E Empire Ave, Benton Harbor, MI 49022. The purpose of the meeting is to answer questions and provide
a tour of the project site. The OWNER and OWNER’S REPRESENTATIVE will be available to assist
the BIDDERS. BIDDERS needing special services to fully participate in the meeting, or who are unable
to attend, shall contact the OWNER at the above location. Additional pre-bid meetings may be scheduled
at the discretion of the OWNER.
The CONTRACT DOCUMENTS, including project manual, plans, and SPECIFICATIONS, must be

obtained (downloaded electronically) prior to the mandatory PRE-BID meeting by downloading the
CONTRACT DOCUMENTS from The Builder’s Exchange, Inc. (www.grbx.com) or directly from
Bacchiocchi Construction Services, Inc. Neither the OWNER nor the OWNER’S REPRESENTATIVE
will be responsible for partial sets of documents obtained from any other source. BCSI recommends all
BIDDERS to create an account with The Builder’s Exchange, in order to express interest and stay up-
to-date on potential changes or ADDENDA.
The WORK under this contract shall commence within 30 calendar days after receiving Notice of Award
of Contract from the OWNER, and must be completed within 30 calendar days after the work has begun.
A certified check or bank draft drawn on a solvent bank in the State of Michigan payable without
condition to Berrien County of Michigan or a satisfactory BID bond executed by the BIDDER and a
surety company, in an amount equal to 5 percent (5%) of the BID shall be submitted with each BID over
$100,000.
The successful BIDDER will be required to furnish a satisfactory performance bond and payment bond
in the amount of 100 percent (100%) of the contract price, for all projects over $50,000.
