The enclosed REQUEST FOR QUALIFICATIONS (RFQ) and accompanying GENERAL
INSTRUCTIONS, CONDITIONS and SPECIFICATIONS are for your convenience in submitting
qualifications for the enclosed referenced services for the City of Port Arthur.
Qualifications must be signed by a person having authority to bind the firm in a contract. Qualifications
shall be placed in a sealed envelope, with the Vendor’s name and address in the upper left-hand corner of
the envelope.
ALL QUALIFICATIONS MUST BE RECEIVED IN THE CITY SECRETARY’S OFFICE BEFORE
OPENING DATE AND TIME. It is the sole responsibility of the firm to ensure that the sealed RFQ
submittal arrives at the above location by specified deadline regardless of delivery method chosen by the
firm. Faxed or electronically transmitted RFQ submittals will not be accepted.

Pleasure Island Master Plan
General Description
The City of Port Arthur’s Pleasure Island Department is seeking a qualified consulting firm to
lead the development of a comprehensive Master Plan for Pleasure Island. This plan will guide
short- and long-term decisions, investments and development by integrating community input,
industry best practices and recreation planning standards.
Located on the Gulf Coast in Southeast Texas, Port Arthur offers a unique blend of outdoor
recreation opportunities supported by a semi-tropical climate that enables year-round activities.
Fishing, hunting, boating, biking, running, organized sports and waterfront recreation are deeply
rooted in the community and central to the region’s identity.
The Pleasure Island Master Plan will serve as a 10-year roadmap for strategic improvements,
capital planning, resource allocation and future growth of the island’s parks, amenities and
recreational assets.

Existing System Overview
The Pleasure Island Department currently manages a diverse system that includes:
• Three parks
• Two boat launches
• A marina
• Disc golf course
• Clubhouse
• Bird blind
• Photo opportunity site
• Basketball court
• Various other public amenities

Scope of Work
The following tasks outline the required work to support the development of the Pleasure Island
Master Plan. Tasks may be completed by the consulting firm, City staff or through a phased
approach based on City preference.
Task 1: Review of Existing Plans and Demographics
The consultant will review and assess prior planning efforts, related studies, and community
demographic data. Relevant documents include:
• City of Port Arthur Comprehensive Plan
• Downtown Revitalization Plan
• City of Port Arthur Capital Improvement Plan
• 2023 Parks and Recreation Master Plan
This review will help establish baseline conditions, identify alignment opportunities and ensure
consistency across City initiatives.
Task 2: Inventory and Conditions Assessment
The consultant will prepare a comprehensive inventory of all parks, facilities and amenities on
Pleasure Island, including:
• Park type, purpose and location
• Acreage
• Inventory of facilities and amenities
• General assessment of physical condition, accessibility and functionality
The conditions report must include comparative analysis with similar regional communities and
evaluate capacity, usability and convenience. Maps and graphical materials will be produced for
use in the Master Plan and public engagement activities.
Task 3: Needs Assessment & Gap Analysis
The consultant will conduct a thorough needs assessment that identifies gaps within existing
facilities and determines the need for new amenities. The assessment should accurately reflect
community input, demographics and participation trends and address:
• Existing system inventory and condition
• Population projections and demographic characteristics
• Recreation participation data
• National Level of Service (LOS) standards
• Unmet resident needs
