Invitation for Prequalification of Roofing Contractors.
FY26-210-21
The City of Manchester, New Hampshire, through the Department of Public Works, Facilities
Division is inviting roofing contractors with appropriate construction experience and capabilities
to submit a confidential "Prequalification Statement" for the project described below:
The selected project is the roof replacement of the Carpenter Memorial Library, an historic three
story classical marble building. The roof is approximately 13,800 sq./ft. with a PVC low-slope
roofing system at its center, and a clay tile steep-slope system at its perimeter. Both roofing
systems shall be removed and replaced completely. The work also includes the removal of the
existing PVC shelf gutter; replaced by a lined metal gutter system. Qualified contractors must
have demonstrated past experience with similar structures and construction. Contractor must have
available bond capacity of $1,000,000 dollars. It is currently the City’s intention to award a
contract for the services requested, to approved and pre-qualified roofing contractors in February
2026 or earlier with construction starting on or about April 15, 2026. The Department of Public
Works may extend the final executed roofing contract, based on unit prices or negotiated pricing,
for a period of up to three years from contract signing, to the successful bidder or bidders at any
City of Manchester-owned facility.
Before obtaining plans, specifications and proposal forms, all individuals, firms, partnerships or
corporations intending to bid, must be prequalified for this project. Prequalification forms are
attached.
Completed prequalification forms must be submitted no later than 3:00 PM on Wednesday,
November 26, 2025, to Facilities Division, 475 Valley Street, Manchester, NH 03103, attention:
Josh Gagne.
Construction plans are currently under final development. Approved Prequalified Contractors will
be notified and supplied with plans, specifications, and proposal forms once available.
Selection of the successful contractor(s) will be in accordance with Chapter 39: of the
Procurement Code of the City of Manchester, Code of Ordinances. The City of Manchester is an
