The City of Minot Police Department is requesting qualification submittals for architect and engineering services to remodel a building at 515 2nd Avenue SW in Minot. The building is currently being used as the Minot Police Station and parts of the building are the former City Hall. The firm must submit 5 bound copies and one digital copy in PDF format. The RFQ must be labeled “Qualifications Submittal for Minot Police Station Remodel – City Project 4970”. Responses to the request for qualifications must be submitted to the Chief of Police office by 4:00 pm December 12th, 2025.

Background Information
The City of Minot Police Department is requesting qualification submittals for architect and
engineering services to remodel a building at 515 2nd Avenue SW in Minot. The building is
currently being used as the Minot Police Station and parts of the building are the former City
Hall.
The work will generally include a review of existing space needs analysis, conceptual
building layout plans, council presentations, architectural, mechanical, electrical, plumbing,
and civil site plan drawings and specifications, cost estimating, project bidding and bid
analysis, construction administration and inspection, building commissioning, and as-built
drawings. Contract type for this project will be in a master service agreement format with
task orders issues for each phase of the project.

General Scope of Work
The general scope of work is as follows:
1. Preliminary Analysis
a. Obtain as-built information and prior reports from City records for review
b. Perform preliminary surveys of the existing building and site
c. Establish all base drawing line work and other information required to start
design
2. Space Needs Analysis and Conceptual Plan
a. Review existing space analysis documentation
b. Meet with police department staff regarding current space use, functional
requirements, and future needs confirming work already completed from
previous space needs analysis.
c. Develop conceptual plan options for review by police department staff for
their concurrence addressing most important project goals.

d. Develop preliminary budget estimates for each conceptual plan option for
presentation by consultant at a city council meeting.
e. Address any required feedback from staff or council for final conceptual plan.
Develop final conceptual plan budget and present to city council for their
concurrence.
f. Develop scope and fee task order for final design and bidding.
3. Design
a. Using space analysis and council approved conceptual plan, develop design
concepts and alternatives.
b. Design construction phasing plan to allow for occupancy of the building during
construction activities.
c. Present design concepts and alternatives with associated costs to staff and
council to select which options should move into final project design
d. Based on council decisions regarding the design alternatives, design
architectural, civil, mechanical, electrical, and plumbing features
e. Design security and technology plan with heavy emphasis on automation and
technology required to run a modern police building
f. Design furniture, fixtures, and equipment needed for the remodeled building
with cost estimates for inclusion in the final estimate sent to the city council.
g. Produce final cost estimates with alternatives based upon final designs
h. Present final building designs and cost estimates to the city council.
4. Bidding
a. Bid the project according to federal, state, and local bidding requirements
b. Answer bid questions and issue addenda
c. Assist city in opening bids, review and recommend bid alternatives to the city
5. Construction Administration
a. Develop scope and fee task order for construction administration
b. Review contracts, bonds, and insurance requirements for conformance to
project specifications
c. Respond to RFIs, review, comment, and approve shop drawings
d. Administer preconstruction conference
e. Perform site visits and inspections to ensure conformance to project
specifications
f. Sub-consult and coordinate 3rd party inspections and special inspections
required for the project completion.
g. Develop quote packages for the city for any required special inspections or
testing required outside of the consultant’s scope or ability.
h. Develop bid or quote packages for required furniture, fixtures, and equipment
outside of general contractor’s bid.
i. Coordinate with the contractor and be present for startup and training of
building systems.
j. Review as-built submittal along with operation and maintenance manuals
from the contractor to the city to ensure all requirements are met and project
records reflect as-built conditions. Draft final record drawings and submit to
city.

Responses to the request for qualifications must be submitted to the Chief of Police office by
December 12, 2025. The firm must submit 5 bound copies and one digital copy. The SOQ
must be labeled “Qualifications Submittal for Minot Police Department Remodel Project
4970”
Responders to the request for qualifications must provide the following:
Statements of Qualifications are to be a maximum of 20 sheets double sided of 8 ½” x 11”
paper. Resumes may be included in an appendix which is in addition to the 20 sheet
maximum. Statements of Qualifications shall include at a minimum the following information
which will be scored as follows:
1. Relevant experience with design of new or remodeling police stations, law
enforcement facilities, and office buildings. (20 pts)
2. Relevant experience providing construction administration and inspection services for
municipal buildings including project management, construction inspection, start up
and commissioning, and as-built plan production. (20 pts)
3. Resumes of key personnel and any sub-consultant (if any) who will be assigned to
the project. List personnel experience with designing, managing, and construction
observation on projects with similar scope. (15 pts)
4. List and describe in detail a minimum of 3 relevant and comparable projects,
preferably police stations or law enforcement facilities. (20 pts)
5. Firm’s current and projected workload during the project timeline and percentage of
time available for staff assigned to this project. (10 pts)
6. Background of firm or firms (if submitting as a team). (5 pts)
7. Location of firm’s office and how expenses would be charged. (5 pts)
8. List of 4 references with one being a financial reference. (5 pts)

Each firm will be evaluated on the basis of values assigned to the above factors. One or
more firms may be selected for the interview portion of the selection process as determined
by appropriate City officials. Interviews will be conducted with the top-ranked firms.
1. The highest scored statements of qualifications will be selected for an interview
round. The criteria used for scoring the consultant in this round will be as follows:
a. Understanding of project scope – 30 pts
b. Presentation in the interview – 20 pts
c. Project personnel schedule and availability chart – 10 pts
d. Project approach – 40 pts
The firm ranked highest through the selection process will be notified by phone and in
writing. All firms, other than the highest ranked, will be advised in writing.
Council Selection and Contracting
The firm selected by the committee will be recommended to the City Council for award. The
Chief of Police will negotiate a scope and fee with the selected firm.
If the fee cannot be agreed upon, the City reserves the right to terminate negotiations and
then negotiate with the second and third ranked firms in order, if necessary, until a
satisfactory contract has been negotiated.
The City envisions a Master Service Agreement (MSA) contract with Task Orders for each
phase of the project. Fee structure will be hourly rates with no mark up on expenses up to a
maximum fee.
All costs associated with preparation and submittal of qualifications shall be borne by the
submitting firm. The Minot City Council reserves the right to reject any and all proposals.
