Description:

The  City  of  Fernley  (“City”)  is  soliciting  Statements  of  Qualifications  (SOQ)  from qualified  firms  or individuals  (“Proposers”)  to  provide  professional  engineering  design services  for the  expansion  of  the Water  Treatment  Plant  (WTP)  in  Fernley,  Nevada.  Additional details regarding the  City’s  needs  and required services are provided in the Scope of Work section of this Request for Qualifications (“RFQ”).

The purpose of this RFQ is to retain professional engineering services to design the expansion of the WTP in Fernley, Nevada. A qualified professional will scope and design infrastructures improvements necessary for the treatment and distribution of surface waters to the existing water treatment plant. The primary goal is to extract water from the Truckee River Canal, treat it, and integrate it into the city’s existing potable water system.  The work of the selected consultant will be directed by the Utilities Director and Utilities Engineering Manager and will work in close collaboration to develop a plan, reports, and execution of the necessary improvements which reflects the goals and priorities of the 2022 Water Master Plan for the City of Fernley.

Since the finalization of the City’s current Water Master Plan in 2022, various capital improvement projects to the City’s water system have been underway.   This includes a 30” surface water Transmission Main constructed from the Truckee River Canal to a Pump station located on the Water Treatment Facility Site. Once final approval is obtained from state agencies, this will be considered the first milestone to the addition of surface water treatment at the WTP.  Today, the WTP has a maximum operating capacity of 20 MGD with a maximum full build out capacity to treat 30 MGD.   Total peak production from the 6 groundwater wells that currently feed the treatment plant is estimated to be 12.33 MGD.  Based on the current rate of growth in the City of Fernley, improvements to treat surface water in addition to groundwater will maximize beneficial service to the City and likely be required to keep pace with future demand.

Through this RFQ, the City seeks a consultant with expertise in water treatment design, presedimentation ponds, municipal water treatment infrastructure, and advising on operating and maintenance. The selected firm will be responsible for developing complete design documents and supporting regulatory compliance and permitting and bidding and construction to ensure the timely and successful completion of this project.

Each  qualified  Proposer  shall  submit  a  Statement  in  accordance  with  the  requirements and schedule outlined in this RFQ. The Proposer selected by the City, pursuant to the terms of this RFQ and the City’s applicable contracting procedures, shall be referred to herein as the “Contractor.”
