A. SUMMARY
The Town of Christiansburg (Town) is seeking a qualified, commercial contractor to remove fats, oil and grease
from approximately 5,834 linear feet of sewer lines or pipes, varying in diameter from 8 inches to 10 inches. See
list of requirements below.
B. REQUIREMENTS OF THIS QUOTE
a. A hydro-jetting water service shall be utilized to de-grease the sewer lines. The jetting service will operate
at a minimum pounds per square inch (psi) of 2000, deploying a commercial grade chemical agent to de-
grease the sewer pipes, and pass through the sewer lines two times. The jetting service then will reclaim or
recapture as much of the water dispersed at 2000 psi and chemical agent as possible.
b. The jetting service will be provided by a sewer cleaning vacuum truck or comparable/similar equipment.
c. The contractor shall be experienced in providing the services requested herein and perform such services on
a regular and frequent basis.
d. The Town will provide traffic control, legal and physical access to manholes, water and dump sites for
collected water and debris.
e. Any work performed within or near roadways or moving traffic shall adhere to the Virginia Department of
Transportation's Work Zone Standards and the Virginia Work Area Protection Manual.
f. Working hours are 8:00 a.m. to 4:30 p.m. Monday through Friday. All Town holidays are considered non-
working days.
g. All work will be completed by June 30, 2026.
h. No Federal Tax is to be included in the quote.
C. CONTRACTOR RESPONSIBILITIES
a. The Contractor shall provide the crews to do the work including manpower, appropriate vehicles, tools, and
equipment to complete all necessary work.
b. All personnel supplied shall have required licenses and/or certificates as required by the law and/or VDOT.
c. The Contractor shall coordinate all work through the Operations Manager of Utilities or designee. The
Town will provide a detailed list to the Contractor of areas/streets to be treated.
d. The Contractor shall provide a detailed invoice, including locations, measurements and description of work
performed.
e. The Contractor shall comply with the Occupational Safety and Health Act of 1970 as it may apply. The
Contractor is responsible for ensuring all appropriate safety equipment is provided and used by employees
when performing work for the Town.
f. All vehicles used by the Contractor shall have a current inspection and registration from the State where the
vehicle is registered and must be properly insured according to that State’s requirements. Contractor’s
equipment and operators shall be in compliance with all applicable Department of Motor Vehicles and
State and Federal regulations regarding the condition and operations of Contractor’s vehicles and
equipment.
g. The Town’s appointed representative(s) will perform inspections during the work, and a final inspection
will be conducted after the work is complete. Any work that is not in compliance shall promptly be
corrected by the Contractor at the Contractor’s sole expense prior to final acceptance of the work.
h. The Contractor shall agree that competent, qualified and experienced personnel shall perform all the work
specified in this solicitation. The Contractor must be able to demonstrate to the Town that they have the
capability to perform the services required in this solicitation.
i. During the execution of work requested by the Town resulting from this solicitation, the Town’s
representative shall have the authority to suspend the work wholly or in part due to the failure of the
Contractor to correct conditions unsafe either to workers or to the general public, for failure to carry out
directions from the Town, due to unsuitable weather conditions, or any other reason deemed by the Town
to be in the best public interest.
j. Any damage which includes, but is not limited to existing utilities, equipment, finished surfaces or other
claims resulting from the performance of this solicitation shall be repaired to the Town’s satisfaction at the
Contractor’s expense.
k. The Contractor shall be required to be licensed in accordance with the Town of Christiansburg’s business
license requirements. Any questions concerning business licenses should be directed to the Business,

D. PURCHASE ORDER & PAYMENT
1. The Town will issue a Purchase Order to the bidder who meets all of the criteria set forth in this
Quick Quote with the lowest total bid. The Contractor will issue an invoice based upon the actual
linear feet of sewage line where grease removal has occurred. The Town will authorize payment to
the Contractor after receipt of Contractor’s correct invoice and the completion of all work.
Payment terms are Net 45.
E. QUOTE SUBMISSION
The deadline for quote submission is Monday, April 13, 2026, 5:00 p.m. Quotes may be submitted via courier,
electronically, mailed or may be hand delivered.
1. To submit quotes electronically, the bidders will e-mail the Procurement Officer at
tvance@christiansburg.org with “Bid for Quick Quote 26500023 - Sewage Line Grease Removal” in
the subject line.
2. To deliver hard-copy quotes to the Town, envelopes should be clearly marked “Bid for Quick Quote
26500023 - Sewage Line Grease Removal”, and addressed to Tara Vance, Procurement Officer.
3. All bidders are responsible for ensuring quotes were received by the Town.
4. Quotes received after the deadline will not be accepted.
