Description: The College is soliciting bids from responsible buyers for harvest of timber located on Dubuar Memorial Forest, Clifton, NY (St Lawrence). Approximately 81 acres of timber is to be harvested (see attached for timber inventory details, location map, etc.). The harvest area is accessed from State Route 3, Wanakena, NY 13695. Access is only permitted between September through May during frozen or dry conditions; no harvesting can occur during summer months. Access to the north landing area must be upgraded with the addition of stone or gravel, as approved by the COLLEGE, added to an approximately 15 feet by 50 feet section of the entrance from State Route 3. The added stone or gravel must be a minimum of 6” thick. All existing hiking trails within the harvest area, as shown on the attached map, have been flagged in blue and must be protected to the greatest extent possible during harvesting. All timber harvesting operations must meet or exceed New York State BMP’s. Any skid trail crossing a stream or wetland must be constructed using corduroy – poles greater than 4” in diameter laid perpendicular to the trail and extending at least two feet beyond each side of the trail. Corduroy must be installed prior to skidding and encompass the approaches to all crossings. Only landings shown on the attached map may be used unless written permission is otherwise provided in advance. The contractor must make a reasonable attempt to begin harvesting in the winter of 2026 as weather conditions allow – this harvest cannot be intentionally put off until 2027. This harvest must be started prior to February 1st of the respective year; it is not intended for early spring access. Following completion of the timber harvest, BMP’s must be met on all skid trails and forest roads as designated by THE COLLEGE. Implementation of BMP’s must be done by the buyer during dry summer months using an excavator or bulldozer. Any subcontractor utilized by the buyer for the purpose of felling, skidding and processing trees or installing culverts and stone must be approved by THE COLLEGE in writing within 14 days prior to their arrival on the property. Three (3) references for the subcontractor will be required to be submitted to THE COLLEGE prior to approval. Representatives from THE COLLEGE also can request a site visit to projects recently completed by the subcontractor as part of the approval process. All heavy equipment (this includes skidders, feller bunchers, log loaders, bulldozers, excavators, etc.) that is brought on site by THE BUYER must be clean and visibly free of caked on mud, brush, branches, plant material or other debris when brought on to THE COLLEGE property in order to prevent the spread of invasive species.
