The Town of Ipswich Utilities Department (Town), acting through Vicki Halmen, Water Director, invites qualified contractors to submit a Statement of Qualifications (SOQ) for RFQ 26-033 Ipswich Water Treatment Plant Replacement project. SOQ’s shall be delivered to the Ipswich Utilities Department Office at 272 High Street, Ipswich, MA 01938, no later than Wednesday, February 18, 2026 at 2 PM.

This Request for Qualifications (RFQ) is the first part of a two step RFP process as provided in M.G.L. c. 149, §44D½. Based on the SOQs received in this Phase I, the Town will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ. In Phase II, the prequalified respondents will be invited to submit bids in response to an RFP which the Town anticipates to be issued on
March 26, 2026. Only General Contractors and Filed Subcontractors prequalified for this project in Phase I will be permitted to submit bids in Phase II.

The project involves constructing a new 2.5 MGD Water Treatment Plant located adjacent to the existing Ipswich Water Treatment Plant at 274 High Street, Ipswich, Massachusetts 01938. The new Water Treatment Plant will be approximately 190 by 77 feet and will consist of a process area with a pre-oxidation tank, three DAF units and three filters.

The total time period for completion of all Work required under this Contract is 913 consecutive calendar days. Work performed beyond the 913 consecutive calendar day period will be subject to liquidated damages in the amount of $2,000 for each consecutive calendar day.

Qualifications:
At the time a General Contractor submits its SOQ it must have a Division of Capital Asset Management and Maintenance (DCAMM) Certification in the Contractor Category, “Sewage and Water Treatment Plants” with a single limit greater than the $28,800,000 estimated construction cost. At the time a Filed Subcontractor submits its SOQ it must have a DCAMM Certification in the appropriate Filed Subcontractor Category. For this project, Filed Subcontractor categories include: Masonry Work; Miscellaneous and Ornamental Iron; Water Proofing, Dampproofing and Caulking; Roofing and Flashing; Metal Windows; Glass and Glazing; Tile; Acoustical Tile; Resilient Floors; Painting; Fire Protection; Plumbing; HVAC; and Electrical Work. Submit with the SOQ, a copy of the DCAMM Certificate of Eligibility and Update Statement covering the period from the date of the Bidder’s most recently filed Contractor Qualification Statement (CQS).
Miscellaneous:
Construction of the Project is funded in part through the Massachusetts Department of Environmental Protection (DEP), Bureau of Resource Protection, by loans from the Massachusetts Clean Water Trust. This Contract will be subject to the DEP regulations contained in 310 CMR 44.00, “DEP Selection, Approval and Regulation of Water Pollution Abatement Projects Receiving Financial Assistance from the State Revolving Fund” in effect on the date of issuance of the assistance award (DEP Project Approval Certificate) by the DEP.
