1. INVITATION TO BID
The City of Warrensburg, Missouri is accepting sealed bids for the purchase of one (1)
new above ground outside storm shelter.
This procurement is conducted as a Formal Request for Bids pursuant to the City Finance
Procedure Manual and applicable Missouri law.
2. FUNDING SOURCE
This purchase is funded through the City’s General Fund and is subject to adopted budget
authority.
3. PROJECT OVERVIEW
The City of Warrensburg is seeking bids for the purchase, delivery, and installation of a
Pre-engineered “Safe Shed” or equivalent high- wind protective structure. This shelter
will be located at 1550 Corporate Dr, Warrensburg Mo. 64093 (Fire Station 2). This
shelter will be designed to be placed outdoors and withstand wear of being permanently
placed outdoors. The primary purpose is to provide life safety protection during extreme
weather events (Tornados)
4. SPECIFICATIONS
All proposed units must meet or exceed the following standards:
Safety Certification: must be tested and certified to meet ICC 500 standards and FEMA
P-320 criteria.
Wind Resistance: Capable of withstanding 250 mph winds
Material: Reinforced concrete or heavy- gauge steel construction with debris-impact
resistant door.
Color: The body and the roof shall be painted in two separate colors (light brown body,
light colored roof) buyers’ choice of the colors the bidder uses.
Size requirements: 8x10 to accommodate__10__ occupants.
Standard features: High Security locks, Ventilation system, and minimum of three
heavy duty hinges on the doors. An emergency egress door/ hatch must be in another wall
from the door wall.
5. SCOPE OF WORK
The successful bidder shall be responsible for:
Site Preparation: consulting on the preparation of the site area.
Bidder shall provide all site requirements including specifications of any
foundation requirements if applicable with bid submission.
Delivery: Transporting the unit to 1550 Corporate Dr, Warrensburg Mo.64093 with
specialized equipment to prevent property damage. The bid shall include any delivery
requirements of the buyer with bid submission.
Installation: Anchoring the unit to the foundation/ pad per manufacturer and FEMA
specifications.
6. PRICING
Bids must include the following in the proposal:
Pricing: Bid price shall include base shelter, installation, required equipment, freight,
delivery (FOB Destination), and all fees.
The City is tax exempt. Sales tax shall not be included.
Timeline: Estimated lead time for delivery and days required for onsite installation
References: Contact information for at least three previous clients who purchased similar
structures.
Warranty: Detailed information on the structural and door hardware warranties
Proof of insurance: Copy of General Liability and Workers Compensation insurance.
7. EVALUATION CRITERIA
Bids will be evaluated based on the following:
Adherence to FEMA / ICC safety standards (mandatory)
Total Project cost
Contractor’s past performance and References
Proposed completion schedule
Equivalent brands meeting or exceeding these specifications will be considered.
8. PRICING REQUIREMENTS
Bid price shall include shelter, required equipment, freight, delivery (FOB Destination),
and all fees.
The City is tax exempt. Sales tax shall not be included.
9. AWARD OF CONTRACT
The City reserves the right to select the lowest and best responsible bidder based on
consideration of all factors. The City can reject bids which are not responsible or which
are in violation of any bid requirement or are otherwise irregular. The City reserves the
right to reject any or all bids.
The successful bidder is responsible for complying with all state and federal laws. The
successful bidder shall provide all required documentation to the City prior to issuance of
a Purchase Order.
