Description of goods to services to be bid:

With PON 5944 NYSERDA solicits proposals for the completion of a hydrogen fuel cell-based engineering design for firm capacity or industrial process in two phases. The solicitation’s objective is to determine the most viable configurations for hydrogen fuel cell-based technologies for dispatchable zero-emission peaking power plants or to support industrial manufacturing processes in New York State.

Eligibility/Qualifications Requirements/Preferences:

This solicitation is intended to help increase the likelihood of successful implementation of hydrogen fuel cell-based technologies in New York State, furthering NYSERDA’s goals to support grid reliability with carbon-free dispatchable energy resources, and to decarbonize hard-to-electrified industrial processes. The proposing entity does not need to be based in or operating in New York, but the site selected for analysis in the preliminary engineering study must be located in New York State and the proposing entity must be able to operate in New York State.
At a minimum, the proposing team should consist of the following:
• Engineering, Procurement, and Construction (EPC) firm,
• operator or owner of New York State power generation asset or industrial process facilities,
• a hydrogen fuel supplier, and
• original equipment manufacturer(s).

Proposals must align with this solicitation’s objectives as outlined in the Solicitation Summary.
As a two-phased solicitation, proposers must include the full scope of both phases of the project in their proposal.
