3.0 Purpose and Objectives
3.1 Purpose
This Statement of Work defines the roles, responsibilities, deliverables, and terms for a third-party consultant engaged by The City of Calgary and Rocky View County to support the development of a joint Fire and Emergency Response Strategy for the Prairie Gateway Area Structure Plan (ASP).
The selected consultant will be responsible for preparing a Joint Interim Report and a Final Emergency Response Strategy that addresses key service delivery challenges related to fire and emergency response in this major regional industrial development. The consultant will work collaboratively with internal teams from both municipalities and key external stakeholders to ensure the strategy is evidence-based, cost-effective, and compliant with applicable codes and regulations.
3.2 Objectives
The selected consultants will support the municipalities and the Emergency Response Working Group in achieving the following objectives:
• Risk and Capacity Assessment: Identify fire and emergency service risks associated with the ASP and assess current service capabilities and gaps.
• Joint Strategy Development: Lead the drafting of a Joint Interim Report and a comprehensive Fire and Emergency Response Strategy with actionable recommendations.
•Stakeholder Engagement: Facilitate dialogue between the municipalities, the developer, CPKC, and other relevant parties.
•Implementation Planning: Support the preparation of an implementation roadmap, including phasing, funding models, and governance.
4.0 SCOPE OF WORK
The consultant will perform the following services, in collaboration with City and County staff (Prairie Gateway Emergency Response Working Group or ERWG):
4.1. Research and Analysis (jointly led)
•Conduct an environmental scan to identify:
o Anticipated business types and industrial hazards.
o Emergency response strategies from comparable jurisdictions.
o Risk levels are associated with rail-served industrial areas.
o Developer and third-party operator capacity to contribute to emergency services.

4.2. Joint Interim Report (Consultant-led)
•Preparing a Joint Interim Report (due Q4 2025) summarizing:
o Current fire and emergency service capacity in both municipalities.
o Service gaps and re-deployable assets.
o Preliminary risk register.
o Review of existing fire & emergency response capital and procurement plans.
4.3. Stakeholder Coordination (ERWG-led)
• Facilitate and document meetings with:
o Developer (Shepard Development Corp)
o CPKC and other rail stakeholders
o Internal departments (Fire Services, Planning, Facility Management, etc.)
4.4. Emergency Response Strategy (Consultant-led)
• Develop a Final Fire and Emergency Response Strategy addressing:
o Short-, medium-, and long-term response solutions.
o Modifications to mutual aid agreements and service delivery models.
o Station sitting and asset deployment plans.
o Budget, cost recovery, and funding options.
• Prepare supporting materials for decision-making by the Prairie Gateway Oversight Committee and respective Councils.
4.5. Implementation and Reporting (ERWG-led)
• Support the integration of the strategy into internal service plans and budgets.
• Provide regular progress updates and a final presentation of the strategy.
