The Kenton County Airport Board (“KCAB”) will receive bids for HVAC Controls and Infrastructure Upgrades. The current HVAC systems at CVG are controlled by a variety of systems which include many outdated Honeywell sensors and controls, some Automated Logic Controls, and Niagara. This leads to several inefficiencies in how temperature demand is communicated back to the internal infrastructure that provides or transfers heating or cooling elements, including the use of a pneumatic system that requires the upkeep of compressors. Upgrading many of these controllers will allow for closer control of HVAC systems, increase visibility into the system, enhance passenger comfort, and reduce maintenance calls. The backbone of an Automated Logic Control (ALC) system is a network of intelligent controllers connected through a secure communication system to a central server where KCAB Facilities Maintenance can access an easy-to-use interface for monitoring and managing building operations. This backbone allows equipment like HVAC and lighting to run on coordinated schedules, share performance data, and respond automatically to changing conditions.

NOTICE TO BIDDERS
Pursuant to the provisions of KRS 424.260, the Kenton County Airport Board (Owner) will receive
competitive sealed bids for the HVAC Controls and Infrastructure Upgrades project at the
Cincinnati/Northern Kentucky International Airport (Airport) located in Boone County, Kentucky (the
“Project”). Bids will be received no later than 2:00 pm on February 19, 2026. No bids will be accepted
after that time unless extended pursuant to an addendum issued by the Owner.
The Project includes defining and installing a master network of routers and equipment to ensure HVAC
sensors and equipment in CVG's concourses can be connected and controlled via a universal system
(Automated Logic). The newly established network will help provide greater capacity, control, and
efficiency for existing HVAC equipment and those installed as part of future projects and buildouts.

A Pre-Bid meeting and site visit will be held January 29, 2026, at 10:00 am ET, at CVG Airport, Main
Terminal - Ticketing, 3087 Terminal Drive, Hebron, KY 41048. Please RSVP by January 28, 2026,
through KCAB’s online bidding system https://procurement.opengov.com/portal/cvgairport. Select
HVAC Controls and Infrastructure Upgrades then click on Events RSVP and provide the name of the
person attending.
Bidders shall provide a Proposal Bond in an amount not less than 5% of the total main bid amount as
specified.
The Owner shall demonstrate that it complies with the provisions of Title VI of the Civil Rights Act of
1964 (42 U.S.C. §§ 2000d et seq) and implementing regulations (49 CFR part 21) including
amendments thereto, the Airport and Airway Improvement Act of 1982 (49 U.S.C. § 47123), the Age
Discrimination Act of 1975 (42 U.S.C. 6101 et seq.), Section 504 of the Rehabilitation Act of 1973 (29
U.S.C. § 794 et seq.), the Americans with Disabilities Act of 1990 (42 U.S.C. § 12101, et seq.), U.S.
Department of Transportation and Federal Aviation Administration (FAA) Assurances, and other
relevant civil rights statutes, regulations, or authorities, including any amendments or updates thereto.
This may include, as applicable, providing a current Title VI Program Plan to the FAA for approval, in
the format and according to the timeline required by the FAA, and other information about the
communities that will be benefited and impacted by the project. A completed FAA Title VI Pre-Grant
Award Checklist is required for every grant application, unless excused by the FAA. The Sponsor shall
affirmatively ensure that when carrying out any project supported by this grant that it complies with all
federal nondiscrimination and civil rights laws based on race, color, national origin, sex, creed, age,
disability, genetic information, in consideration for federal financial assistance. The Department’s and
FAA’s Office of Civil Rights may provide resources and technical assistance to recipients to ensure full
and sustainable compliance with Federal civil rights requirements. Failure to comply with civil rights
requirements will be considered a violation of the agreement or contract and be subject to any
enforcement action as authorized by law.
The Owner reserves the right to waive any informality or irregularity in any bid or bid guaranty, to reject
any or all bids, to award or refrain from awarding a contract for the work, and to negotiate with the
apparent qualified responsible bidder to such extent as may be beneficial to the Owner.
