USCIS OCON justified an exception to fair opportunity pursuant to FAR 16.505(b)(2)(i)(C) for the procurement of DevSecOps services to operate and maintain major USCIS systems from Customer Value Partners, LLC in Washington DC 20005, under its CIO-SP3 Small Business contract number HHSM316201200125W, order number 70SBUR21F00000122.
The extension of non-severable services was necessary to continue the final phase of work for migration from AT&T ECX and the individual application zero downtime initiative. This work, in addition to security maintenance of major USCIS systems, must continue while USCIS proceeds with its competitive.
CVP has been satisfactorily performing these services since July 2021 and the development teams continue to actively work the priorities outlined above.
