Description

The Internal Revenue Service (IRS) Criminal Investigation (CI) division is seeking information on updating our current search warrant case management system through its Innovation program area. This system should have the required specifications (equal to or better than) what is listed below.



This system and integrated hardware will support the evolving needs of IRS-CI special agents with the ability to inventory, document (with a narrative and photograph log), and collect/process evidence during enforcement operations at search warrant locations. This comprehensive system should include a deployable kit made up of handheld devices (Surface Pro tablets or Android platform cell phones) that agents will use to document evidence, take photos, and communicate with a centralized computing system/laptop through a closed, on-site network. The minimum requirements include, but are not limited to:






    • Hardware Specific Requirements:










      • Handheld, portable, devices that are capable of running a search warrant program, taking photos, and connecting to a closed network.












      • Laptop (or equivalent equipment) capable of serving as the centralized point of communication for all the peripheral devices through the closed network. This device will need to compile data from all of the handheld devices and reconcile all entries into a consolidated program.












      • Closed/Secure portable network (wifi router or equivalent).












      • Printer and label makers.












      • All devices will need to be able to be connected and communicate through a hardwired connection in the event of any potential network failure.












      • All above items will need to be part of an easily deployable kit that includes approximately 10 handheld devices, one centralized computing device, a device capable of creating a closed, local network, a storage/transportation box, charging equipment, portable printer, and 10 label makers.










    • Search Warrant Program Specific Requirements - The program will need to be able to:










      • Be deployed on premises. No cloud solutions are sought at this time.












      • Fully process a search warrant enforcement operation, to include, but not limited to the ability to log evidence seized, capture and assign entry/exit/evidentiary photos/videos, create/maintain a roster of operation participants, create/print labels, create/print a sketch of the premises, and create/print an inventory of all items seized at the search warrant location.

      • Automatically combine and coordinate the data coming from the portable devices into one consolidated program/report. This data includes, but is not limited to, information identifying the names of the seizing agents, evidence description, and the location seized.












      • Update all entries through the closed/local network with a backup option to update the centralized program through a wired connection if the network is not functioning properly.












      • Import entries from an IRS-CI form (PDF) to ingest information into the program to eliminate duplicitous work efforts.












      • Export information from the program into an IRS-CI form (PDF) at the conclusion of the enforcement operation.












      • If needed, IRS-CI PDF forms can be made available upon request.












      • Export a JSON file that is compatible with an internal IRS-CI electronic evidence inventory management system.












      • Create inventory lists, operational information and other data from the program in files that can be transferred via USB and viewed outside of the program.












      • Talk to text feature to provide agents the ability to capture narrative entries/descriptions.












      • Flag important items for quicker review.












      • Create and print evidence tag labels via a small label printer. Create, print and read Bar codes. Bar codes created would be used to log/identify multiple items of evidence within a box.










    • Training and support.








    • Transfer of data over LAN must be encrypted with minimum AES 256 standard.








    • Respondents should have the ability to supply all the software, networking, and hardware requirements as outlined above in one comprehensive, integrated system.
