GIS Utility Mapping and Database Development Project
1. INTRODUCTION
The City of Osceola (“City”) is soliciting Statements of Qualifications (SOQs) from qualified engineering and GIS consulting firms to provide professional services for the development of a comprehensive, standardized GIS dataset representing the City’s water, sanitary sewer, storm sewer, and electrical infrastructure systems.
This project will establish a unified GIS database using available as-built drawings, AutoCAD (DWG) files, existing GIS data, and direct input from City departments. The resulting GIS layers will support operational efficiency, regulatory compliance (including MS4 and NPDES), improved asset management, and long-range infrastructure planning.
This RFQ is issued in accordance with applicable state procurement laws for the selection of professional engineering services.
2. PROJECT BACKGROUND & OBJECTIVES
The City maintains multiple utility systems, with existing asset information in a variety of formats and levels of completeness. To improve data consistency, operational workflows, and regulatory reporting, the City seeks to develop a standardized geospatial framework for all utility infrastructure.
Project Objectives:
1. Create an accurate, high-quality GIS database of all major utility systems.
2. Standardize data formats, feature classes, and attributes across utility categories.
3. Consolidate existing as-built records, AutoCAD files, historical records, and GIS layers.
4. Incorporate input from City departments into the final GIS structure.
5. Support future asset management, permitting, and capital improvement planning.
3. SCOPE OF SERVICES
The selected firm will provide professional engineering and GIS services including, but not limited to:
3.1 Data Review and Collection
• Review and catalog all available utility datasets, including:
o As-built drawings (paper or digital)
o AutoCAD (DWG) files
o Existing GIS data (if any)
o Field notes, maps, and departmental documentation
• Coordinate with City staff to resolve data gaps or inconsistencies.
3.2 GIS Development
• Develop standardized GIS schema for the following systems:
o Water Distribution
o Sanitary Sewer Collection
o Storm Sewer System
o Electrical Distribution
• Digitize and geo-reference utility features using accepted industry and engineering standards.
• Integrate attribute data for all features, including materials, sizes, installation dates, and other key metadata.
• Ensure compatibility with the City’s preferred GIS platform (ArcGIS Pro, ArcGIS Online, or other City-specified format).
3.3 Deliverables
At a minimum, the consultant shall provide:
1. GIS geodatabase (Esri file geodatabase or City-approved format) containing feature classes for all utilities in the Osceola Municipal Utility Zone.
2. Standardized symbology and layer files for City use.
3. Data dictionary detailing schemas, attributes, and domain values.
4. Final report summarizing workflows, assumptions, and recommendations for long-term data maintenance.
4. SUBMITTAL REQUIREMENTS
Responding firms shall submit one (1) digital copy (PDF) of their SOQ Before May 4th, 2026 containing the following:
1. Cover Letter
2. Firm Profile & Qualifications
3. Project Team & Key Personnel
4. Relevant Project Experience
5. Proposed Approach and Understanding of the Project
6. Quality Control Procedures
7. References (minimum of three, preferably recent and similar projects)
No pricing, fees, or cost proposals are to be included at this stage in accordance with qualifications-based selection requirements.
5. SELECTION PROCESS
The City will use a qualifications-based selection (QBS) process. After evaluating SOQs, the highest-ranked firm will be invited to negotiate a detailed scope and fee. If agreement cannot be reached, the City may enter negotiations with the next highest-ranked firm.

7. RESERVATION OF RIGHTS
