NOTICE OF INTENT TO ISSUE A REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL ENGINEERING DESIGN SERVICES
RFQ NO. 930-RFQ-2601
The Arkansas Department of Energy and Environment is soliciting responses from qualified consultants to provide basic professional Architect and Engineering design services as defined by the SAS Division of Building Authority Minimum Standards and Criteria (MSC) for the Office of Land Resources located at the Department of Energy and Environment office complex in North Little Rock, AR.
Arkansas Energy and Environment is seeking a qualified firm to provide Professional Engineering design services for new construction related to the following:
• The Arkansas Division of Environmental Quality (DEQ), Office of Land Resources (OLR) announces a Request for Qualifications (RFQ) and is seeking responses from qualified environmental consultants to provide design professional services related to releases from underground storage tanks and certain aboveground petroleum storage tanks; emergency containment and hazard mitigation; environmental investigation and remediation; tank system removal; research of public records; tank system tightness testing; pilot testing; engineering design, cost estimates and management of a remediation system; oversight and review of petroleum storage tank projects; and reporting. Other tasks include preparation of plans, specifications and bid documents for contracting through Division of Building Authority and preparation of Operational and Maintenance (O & M) Information for Bids (IFB) for contracting through the Office of State Procurement. Consultant(s) must have and maintain current licensure with the Arkansas Boards for Professional Engineers and for Professional Geologists.
• Responses to this RFQ will be used to screen prospective Consultants and select finalists. Selected finalists will be required to conduct oral presentations and to answer questions concerning technical performance and capabilities. The initial term of the design professional contract will be for four (4) years, and may be, if determined to be in the best interest of the State and mutually agreed to by the contractor, extended annually for three (3) additional one-year periods for a maximum period of seven (7) years. DEQ will select Consultant(s) considered the best qualified and capable of performing the work. The Agency reserves the right to award one or more contracts from this solicitation if deemed in the Agency’s best interest. The work is contingent upon approved appropriations and available funding.
• The number of projects during this contract period and the detailed scope are unknown until a specific site is identified for assessment or corrective action and oversight work. Specific project scope and costs will be planned and addressed when a site is identified for work. The work should be conducted in accordance with and should meet all applicable State environmental laws, policies, directives and procedures, and other appropriate local, State and federal laws, rules and regulations.
A detailed request for qualifications (RFQ) package will be provided to interested parties outlining the submittal requirements and selection methodology. Responses received for this RFQ will be used to screen prospective consultants and select finalist for interview in accordance with the MSC. The Agency reserves the right to negotiate fees on a percentage basis, lump sum basis or an hourly not-to-exceed basis on individual project assignments as appropriate for the contemplated work.
The deadline for submitting detailed responses to this RFQ will be 4:30 PM CST, May 4, 2026.
