Event Description

The South Dakota Department of Human Services is issuing this Request for Proposal (RFP) to solicit qualified and experienced Offerors to conduct the National Core Indicators–Aging and Disabilities (NCI-AD), the National Core Indicators-I/DD In Person (NCI-IDD), and the National Core Indicator- National Family (NCI-NF) surveys for the Department of Human Services’ home and community- based services (HCBS) waivers. NCI-AD, NC-IDD, and NCI-NF are nationally recognized initiatives designed to measure and track the quality and outcomes of long-term services and supports from the perspective of older adults, adults with physical disabilities, adults with intellectual or developmental disabilities, and families of children with intellectual or developmental disabilities who receive services.

The selected Offeror will be responsible for the full administration of the NCI-AD, NCI-IDD, and NCI-NF survey processes, which include but are not limited to: recruiting and hiring qualified field staff; providing comprehensive training in accordance with NCI-AD, NCI-IDD, and NCI-NF protocols and standards; coordinating logistics; and conducting in-person or virtual interviews with program participants.

All survey activities must be conducted in compliance with NCI-AD, NC-IDD, and NCI-NF NCI specifications and the Human Services Research Institute (HSRI), ensuring that data collection methods are valid, reliable, and person-centered. The Offeror will also be expected to uphold high standards of confidentiality, cultural competence, and accessibility in engagement with survey participants.

This initiative supports South Dakota's broader commitment to continuous quality improvement in its HCBS programs by using nationally benchmarked data to inform policy, program design, and service delivery.

The State will to respond to offeror’s inquiries (if required) via e-mail. In addition, all inquiries and the State’s response will be posted on the state’s e-procurement system. Offerors may not rely on any other statements, either of a written or oral nature, that alter any specification or other term or condition of this RFP. Offerors will be notified in the same manner as indicated above regarding any modifications to this RFP.
