Description:

The City of Malibu is interested in contracting with highly qualified consulting firms to provide development services as part of a Fire Recovery and Rebuild Team (Rebuild Team). The Rebuild Team will be staffed by City Public Works Department and Community Development Department, including the Planning Division and Building Safety Division. To enhance the team, contract services will include preliminary planning review, civil engineering, building plan check review, geotechnical, coastal engineering, and environmental health review, permit issuance, and construction and building inspections, code compliance, biological review, geotechnical and coastal engineering review, environmental health review, environmental services including stormwater management, water quality compliance, and spill response, video broadcast, software development, and communication services.

Please note: Qualified consulting firms are invited to submit proposals for either the full scope of services or for specific components thereof. Proposals must clearly indicate the services being proposed and ensure that this is accurately reflected in both the Scope of Work and the Cost Proposal. Work in each category may be contracted for separately and a contract award in one category does not guarantee a contract award in another category.

Qualifications:
See RFQ Section II - Scope of Work - for expectations related to Public Works, Building, Grading and Drainage, Geotechnical, Coastal Engineering, Environmental Health, Planning, Environmental services, Code Compliance, Biological and Arborist, Video Broadcast, Software Development, and Communication services.
Special Requirements:
The City intends to pursue Federal Emergency Management Agency (FEMA) reimbursement for post-fire services related to recovery and rebuild efforts. Therefore, the City will abide by federal rules and applicable state and/or local regulations in all procurements. In addition, final agreements for services will incorporate both the City’s standard agreement template and the specific requirements outlined by FEMA. In order to comply with state regulations, the City is issuing this RFQ for highly qualified consulting firms to provide services as part of a Fire Recovery and Rebuild Team (Rebuild Team).
