PROJECT OVERVIEW

The South Shore Village Business Improvement District (BID) Board is seeking a qualified contractor to design and install two gateway signs to identify the district. The signs should incorporate the district’s new logo and brand standards and meet the requirements for a Neighborhood Commercial District Identifier Sign, as defined in UDO Section 39-8.05.C.1-7 . The board is interested in exploring different sign styles, construction types, and the potential for illumination at this early stage, as they formulate a budget for the project.

South Shore Village is a vibrant commercial district located on the southern shore of Lake Macatawa, less than a mile southwest of Holland’s downtown. It is a unique point of connection between downtown and the waterfront, with an eclectic mix of shopping, dining, public art, and services that reflect its nautical and local vibe.

Prospective consultants are encouraged to review the South Shore Village Neighborhood Vision and Engagement Plan for additional insights about the area and its goals.

SUBMISSION DETAILS

The bids will be received until JANUARY 5, 2026.

Bids must include the “BID SPECIFICATION FORM” provided.

The City of Holland distributes bid documents through the Michigan Intergovernmental Trade Network (MITN) website https://www.bidnetdirect.com/mitn/cityofholland/ and through the Bids and RFPs page on the City’s website https://www.cityofholland.com/Bids.aspx .

A South Shore Village BID Board meeting will be held to answer questions and provide information to potential bidders on November 18 at 1:00pm in Holland City Hall. This optional meeting is in addition to the required meeting, to be held after bid selection.

If planning to attend, please RSVP to Anna Schutter by November 14 at 12:00pm. Questions and answers from the November 18, 2025 meeting will be published at https://www.bidnetdirect.com/mitn/cityofholland/ on Friday, November 21, 2025 by 5pm.

Bids are to be irrevocable for a period of thirty (30) days from the date of the bid opening and shall not be withdrawn, modified or altered after the bid opening.

Contracts and Purchase orders shall be awarded to the lowest responsible bidder.  In determining the lowest responsible bidder, in addition to price, the items set forth in Section 2-48 of the Ordinance Code of the City of Holland shall be considered.

GENERAL CONDITIONS
1. Project Scope and Deliverables
Design and install two (2) gateway signs for the South Shore Village BID.
o Tentatively located at the convergence of 16th, 17th, and South
Shore Drive; and at 16th and Kollen Park Drive.
After bid is awarded, attend at least one BID Board meeting to gather thoughts, feedback,
and inspiration from board members. This is separate from the optional information
meeting offered on November 18, 2025.
Communicate with City Staff throughout the process to keep updated and provide drafts
as necessary for reflection and feedback.
Ensure signs meet the requirements for a Neighborhood Commercial District Identifier
Sign, as defined in UDO Section 39-8.05.C.1-7. Including, but not limited to:
o Sign shall be located on private property
o Freestanding signs shall not exceed a maximum of 6 feet in height
and 25 square feet in area and shall not create a visibility hazard for
motorists or pedestrians.
Secure all permits and approvals required for installation.
All work shall be subject to inspection by the City of Holland and shall meet recognized
standards of good workmanship.
2. Completion
The work shall be completed by April 1, 2026.
3. Payments
The contractor shall be paid the total contract price upon completion of the work and its
acceptance by the City.

6. Selection Process
City of Holland staff reserves the right to designate proposers as qualified and to prepare
a list ranking those designated as qualified based on the City of Holland’s determination,
in its sole discretion, of the best interest of the City. City of Holland staff will evaluate
proposals in a fair, consistent, and objective manner. Selection of the firm shall be based
on the response to questions or requirements identified in this RFP and potential
negotiations related to scope of project in consideration of available budget resources.
The City of Holland reserves the right to require interviews as staff feels is needed.
Selection criteria will require a good fit with the City of Holland team. The final staff
recommendation will be made to the City Council for consideration and approval.
