Temporary Restroom Trailer at Ohmsett
Synopsis ¿ NOTICE OF INTENT TO ISSUE A SOLE SOURCE PURCHASE ORDER FOR THE RENTAL AND SERVICING OF TEMPORARY RESTROOMS FACILITY AT OHMSETT
The Bureau of Safety and Environmental Enforcement (BSEE), pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), intends to issue a sole source purchase order to Johnny on the Spot (3168 Bordentown Avenue, Old Bridge, NJ), UeID TMPVGAH5LGU3, doing business as United Site Services (USS), for the rental of portable restroom and shower facilities (combined trailer) for a minimum of 4 but up to 8 users at Ohmsett, Facility R-24, Naval Weapons Station Earle Waterfront Complex, in Leonardo, NJ. Weekly maintenance of trailer water/effluent reservoir is required. Electrical and water hookups for the provision of heat, hot water and electrical service are preferred to water or natural gas reservoirs on trailer unit. The period of performance is 4 months with 4 1-month option periods, and will start around February 9, 2026.
BSEE requires the trailers to be on-site by February 9, 2026 because of upcoming accelerated restroom demolition and construction at Ohmsett. NAVFAC issued construction permits for 2 months starting immediately. During the construction Ohmsett will be without restroom and shower facilities for personnel and guests at site and the facility is required by regulation to have restrooms available on-site. Ohmsett is an active facility with approximately 15 full-time equivalent male and female personnel but during test and evaluation events surges up to 50 total personnel for an average two-week period (Monday through Friday, excluding Federal Holidays and weekends).
USS has provided restroom trailers to Ohmsett in the past and already has personnel cleared to deliver and service the trailers which includes weekly waste removal. Restroom maintenance personnel must have completed a background investigation conducted by the U.S. Navy prior to performing the service and it generally takes 2-4 weeks to get cleared by the Base. A sole source award to USS will allow temporary restroom facilities to be on-site by February 9, 2026 so that the construction can begin. Another provider would not be able to get their servicing staff approved by NAVFAC to service the restrooms (1-week after delivery on February 9, 2026) because it is anticipated that the order will not be issued until February 6, 2026.

However, any firm that believes itself capable of meeting the requirement described herein may submit a capability statement or quotation which may be considered if received by the agency by 12:00PM Eastern Time on JANUARY 29, 2026.
