1. SUBMISSION INSTRUCTIONS
The Purchasing Department for the Board of Trustees of the Bay Saint Louis-Waveland School District
(BWSD) will receive sealed proposals for E-RATE wireless equipment and services.
* Submission Deadline: March 30th, 2026, at 2:00 P.M.
* Submission Address: ATTN: Aaron Lewis, 200 North Second Street, Bay Saint Louis MS, 39520.
* Labeling: Envelope must be marked: "SEALED PROPOSAL E-RATE 2026/27-Wireless".
* Dual-Envelope Requirement:
Envelope 1: Marked "#RFP BWSD Information" (Technical specs, compatibility, and

references).
Envelope 2: Marked "#RFP BWSD Costs" (Pricing sheets).

2. PROJECT TERM AND PROCUREMENT METHOD
This solicitation is issued as a Request for Proposals (RFP) for a multi-year term project (24 months).
Pursuant to Mississippi procurement regulations, this method is selected to ensure the "lowest and
best" solution for complex wireless infrastructure. Bidders must guarantee pricing for the 2-year
duration of the project.
3. EVALUATION CRITERIA
* 30% Price of E-Rate eligible goods/services.
* 28% Compatibility with existing infrastructure.
* 22% Prior experience with K-12 E-Rate projects.
* 10% Technical understanding of needs.
* 10% Financial stability of the vendor.

4. EQUIPMENT SPECIFICATIONS
The District requires the following Extreme Wireless compatible equipment (or functional equivalent).
Bidders must provide proof of compatibility.

5. VENDOR STATEMENT & SIGNATURE
* Proving vendors must comply with the FCC's Lowest Corresponding Price (LCP) rule and must
provide the District with the lowest price that the service provider charges to similarly
situated non-residential customers for similar services.
By signing, the bidder agrees to provide equipment/services for the 24-month project term and certifies
they are an authorized reseller.
