The Long Island State Veterans Home intends to make an award under our discretionary authority pursuant to NYS Education Law 355(5)(a), which is up to $125,000.00, for a Veterans Service Officer. A sealed bid will not be held.
The Veterans Service Officer is to provide veterans coordination services for the Home (predominantly male geriatric population). The Contractor shall perform services including, but not limited to, determination of Veterans’ Affairs (VA) benefits, identify and assist with Veteran benefits preparation and submission of applications, which include pension, compensation, aid and assistance, process and complete all yearly eligibility verification reports, question and answer assistance regarding benefits, applications, VA forms, eligibility, payment issues and related VA topics, work with the Home’s Business Office regarding VA case related matters and assist in updating relevant records, update VA resident data input such as expiration dates and demographic information changes, track applications and report updates to facilities and residents/family members as necessary and participate in any appropriate training directly related to the services being provided. The Home shall provide an on-site office area, office supplies, office furniture, a telephone and a computer with access to email and the Internet. Services shall be performed Monday – Friday, 8am – 4:30pm. The Veterans Service Officer processes approximately 300 applications per year. The successful Contractor’s capability and performance must be in compliance with and in conformance to the standards/codes/specifications of New York State Department of Health Guidelines and Federal, State and Municipal regulations and codes, including HIPAA. Additionally, the successful Contractor will be responsible for learning and adhering to the Home’s requirements.
In compliance with the Procurement Lobbying Act signed into law by Governor Pataki in August, 2005, and effective January 1, 2006, permissible contact by an Offeror in relation to any specific procurement in excess of $15,000 should be made only with authorized personnel of the Home who are designated as the contact person(s) in the bid specifications.
