This is a Synopsis as required by the Small Business Act (15 U.S.C. 637(e)) and Procurement Policy Act (41 U.S.C. 416)) and fulfills the synopsis and advertising requirements prescribed in FAR Part 5 – Publicizing Contract Actions.
The solicitation will be for the Sling, Cargo, Net which will consist of two NSNs with Government First Article Test and Production Lot Test quality requirements: 3940-01-600-1308 and 3940-01-600-1309.
The required items are competitive with specification drawings. Adequate data for the evaluation of alternate offers is not available at the procurement agency. The offeror must provide a complete data package including data for the approved and alternate part for evaluation. The solicitation issue date will be on or around 8/11/2025, and the closing date will be on or around 9/10/2025. All responsible sources will be able to submit a quote which will be considered by DLA Troop Support.
The solicitation will be issued as a Total Small Business Set Aside, Fixed Price with Economic Price Adjustment (EPA), Indefinite Quantity/Indefinite Delivery type contract. The contract will include a two (2)-year base period, and three (3) one (1)-year option periods. Delivery will be FOB Origin. Buy American Act and Berry Amendment clauses apply.
FAR Part 12, Acquisition of Commercial Products and Commercial Services, FAR subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, and FAR Part 15, Contracting by Negotiations will be utilized.
This synopsis should NOT be considered a Request for Proposal (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB). The Government is in no way obligated to purchase any material as a result of this notice.
To be considered for award, interested vendors must be registered in the System for Award Management (SAM). The SAM site may be accessed at https://www.sam.gov. The final contract award decision will be made on the Lowest Price Technically Acceptable (LPTA) in accordance with FAR 15.101-2.
