Cook Inlet Housing Authority (CIHA) is a state-chartered Housing Authority primarily funded by
the Department of Housing and Urban Development (HUD), with other State and private grant
funds and loan sources. CIHA is accepting sealed proposals hand-delivered, mailed or emailed
from responsive and responsible firms for special inspection term services to be performed at
residential and commercial properties and sites owned, managed or under contract to be
purchased by CIHA.
Proposals must be submitted, clearly marked: “Attn: Procurement, RFP #25P-DV-226, Special
Inspections Term Services – Do Not Open”. Mailed proposals must be received at CIHA,
Attention: Procurement, 3510 Spenard Road, Anchorage, Alaska 99503. CIHA will reject
proposals received after the Proposal Due Date. Faxed proposals will not be accepted.
• Mailed and hand-delivered proposals: Proposals must be received no later than the
deadline stated in the Specified Dates according to the time clock located at CIHA’s front
desk.
• Emailed proposals: Proposals must be received no later than the deadline, according to
the time and date received by CIHA’s email server. Emailed proposals must be submitted
to procurement@cookinlethousing.org.
All proposals must be submitted with forms supplied in this RFP and are subject to all
requirements of the RFP documents. All proposals must be regular in every respect, and no
interlineation, excisions, or special conditions shall be made or included in the Proposal Pricing
Form by the Offeror.
QUESTIONS
CIHA will not be bound by any oral interpretation of this RFP. Questions are encouraged and
must be sent in writing or via email to Procurement at procurement@cookinlethousing.org by the
deadline in the Specified Dates. Questions received after the deadline will be disregarded.
Substantive issues received by the deadline will be answered by addendum to all plan holders.
No questions shall be directed to any other CIHA employees or CIHA representatives.
CONTRACT TERM
The awarded contract will be in effect for a period of two (2) years with an option to extend for
three (3) additional one (1) year terms based on available funding, satisfactory performance,
mutual consent and agreed upon pricing. The contract shall automatically renew unless either
party gives written notice of thirty (30) days prior to the execution thereof.
For any price increases to be considered, the awarded contractor must give CIHA thirty (30) days
written notice on a requested price increase, along with supporting documentation.
SCOPE OF SERVICES
The scope of services includes a variety of special inspections to be performed at residential and
commercial properties and sites owned, managed or under contract to be purchased by CIHA.

Residential properties may include single family, multi-family and/or mixed-use buildings. The
successful firm must have adequate experience providing special inspection services for both
residential and commercial projects. Essential services include but not limited to:
1. Soil Proctor and Sieve Analysis
2. Bottom of Excavation Inspection
3. Field Density Testing
4. Concrete Field Testing
5. Concrete Strength Testing
6. Concrete Reinforcement Inspections
7. Concrete Placement Inspections
8. CMU Grout Testing
9. Post Installed Concrete Anchor Inspections
10. Wood Framing and Nailing Inspections
11. Steel Welding Inspection
12. Steel Bolting Inspections
13. Asphalt Analysis Testing
Firm staff conducting special inspections and testing must be certified to perform inspections and
testing. Inspections and testing shall be in accordance with Chapter 17 of the International
Building Code 2012 (as amended and adopted by the Municipality of Anchorage [MOA]); the
special inspections and testing schedule within the project's drawings and the MOA’s Special
Inspections Program Requirements. Refer to Attachment A.
The Owner shall not be responsible for paying any costs or charges related to special inspections
or testing requested by the General Contractor or others that are outside of the special inspection
firm’s contractual scope of work with the Owner unless specifically requested by the Owner. Any
re-inspections that are required due to the General Contractor failing a special inspection shall
be paid by the General Contractor.
REPORTS: Special Inspections shall be completed as required and reports shall be distributed
to the General Contractor, MOA or other local government, and Owner’s Representative. A copy
of all special inspection reports, deficiencies and corrective actions shall be maintained at the
jobsite by the General Contractor.
PREFERENCE STATEMENT
The work to be performed under the awarded contract is subject to Section 7(b) of the Indian
Self-Determination and Education Assistance Act (25 U.S.C. 450e). In accordance with 25
U.S.C. 450(e) and 24 CFR 1000.52, Cook Inlet Housing Authority requires that to the greatest
extent feasible; (i) preferences and opportunities for training and employment shall be given to
Indians; and (ii) preferences in the award of contracts and subcontracts shall be given to Indian
organizations and Indian-owned economic enterprises, and preferences and opportunities for
training and employment to Indians.
The awarded entity shall include this Indian Preference Statement (previous paragraph), in its
entirety, in every subcontract in connection with the awarded contract, and shall, at the direction
of CIHA, take appropriate action pursuant to the subcontract upon a finding by the recipient or
HUD that the subcontractor has violated 25 U.S.C. 450e(b).
