The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i) to Precision Filters, Inc., a Small Business. This anticipated contract action will be a Single-Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a minimum guarantee of one complete system and a maximum of two complete systems. This structure allows for immediate procurement of the first system and maintains pricing guarantee for the second system required in Year 3. Each Precision 464kC 256x256 Solid State Switch Matrix System consists of:
The North American Industry Classification System (NAICS) code for this acquisition is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, and the Product Service Code (PSC) is 6625, Electrical and Electronic Properties Measuring and Testing Instruments. The requirement is to be delivered Free on Board (FOB) Destination to Arnold AFB, TN.
The Government requires these specific brand name items as this is a follow-on requirement to support existing NFAC wind tunnel operations. The NFAC currently operates two Precision Filters, Inc., switch matrices, one in each wind tunnel. This acquisition will provide one system for the AEDC development lab to support NFAC data system development and sustainment, and one system as an operational spare.
If alternative switch matrix systems were used, it would require complete replacement of existing infrastructure, resulting in substantial duplication of costs. Specifically, four switch matrices would be required instead of two, effectively doubling the cost to the Government. The brand name justification represents a significant cost savings by allowing continued use of existing hardware while maintaining system integrity.
This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement in its entirety. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
All interested parties must express their interest and capabilities in writing via email to the Contracting Officer, Mr. Brogan L. Fullmer at brogan.fullmer@us.af.mil, and Contract Specialist, Ms. Leslie R. Mcgowan at leslie.mcgowan@us.af.mil@us.af.mil. Responses to this Notice of Intent must be received no later than 30 April 2025. No faxed documents will be accepted. If no responsive statements are received, an award will be made to the proposed contractor.
