REQUEST FOR PROPOSAL (RFP) INDEPENDENT AUDITOR
The City of Leslie, Arkansas, is soliciting proposals from qualified independent auditing firms to perform an audit of the City’s financial statements in accordance with 2 CFR 200, Subpart F – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards for the City’s FY 2025 federal funds. The City may, at its discretion, extend the contract to include the FY 2026 independent annual single audit.
The selected firm must demonstrate experience conducting Single Audits for governmental entities receiving federal funds. Proposals shall be evaluated in accordance with established criteria, including the firm’s Specialized Experience and Technical Competence; demonstrated record of Performance on similar engagements; Capacity and Capability to perform the required services in a timely and professional manner; Responsiveness of the written proposal to the Scope of Services and all RFP requirements; and the proposed Cost.

Completed proposals must be received no later than 10:00 a.m. on Tuesday, February 24, 2026. Proposals received after the deadline will not be considered.
The contract will be awarded to the offeror whose proposal is determined to be most advantageous to the City of Leslie, with price and other evaluation factors considered.
The City of Leslie reserves the right to reject any or all proposals and to waive any informalities. Under no circumstances shall the City of Leslie be liable for any costs incurred by respondents in preparing or submitting a proposal.
