Notice of Intent to Award a Sole Source Contract
SUBJECT: Notice of Intent to Award a Sole Source Contract for an Upgraded Kubota Lowboy Generator.
1. INTRODUCTION
The 187th Operations Support Squadron (OPS) at Montgomery, AL, announces its intent to award a sole-source, firm-fixed-price contract to Senergy Power Solutions. This action is pursued under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The government has determined that Senergy Power Solutions is the only source capable of providing the required supplies and services.
2. BACKGROUND & REQUIREMENT
The 187th OPS requires a new, upgraded Kubota Lowboy diesel generator that must be fully integrated with the existing KRAYT system. The generator is a critical component and requires specific, proprietary modifications to ensure seamless operation with currently fielded equipment.
3. JUSTIFICATION FOR SOLE SOURCE
Senergy Power Solutions is uniquely positioned as the only provider capable of meeting the government's requirement. This determination is based on the following:

This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements received within ten (10) calendar days from the date of the publication of this notice.
Interested parties who believe they can meet all the requirements as stated herein may submit a capability statement. The statement must provide clear and convincing evidence that the contractor is capable of providing a generator that can be fully and successfully integrated with the proprietary KRAYT and CHIPS systems without compromising functionality or warranty. The response must include, at a minimum:
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be used solely for the purpose of determining whether to conduct a competitive procurement.
7. SUBMISSION INSTRUCTIONS
All capability statements must be submitted via email to the Contracting Officer at stephen.shanks.1@us.af.mil no later than 17 April 2026, 4:00 PM CST.
