Sealed bids will be received by the City of Torrington, at the office of the City Purchasing Agent, City Hall, Room 206, 140 Main Street, Torrington, Connecticut until June 10, 2025, at 11:00 A.M., at which time and place they will be opened and reviewed. In the event of the closure of City Hall, the bid will be opened on the following business day at 11:00 AM that City Hall is open. No fax or e-mail Bids will be accepted.

The project work is comprised of furnishing all equipment, labor, material, plant, and superintendence to perform all work necessary for the construction of new concrete sidewalks and curbing including, driveway aprons, catch basins/tops, sign relocation and associated miscellaneous work.

Bidders must register on the City’s website at www.torringtonct.org/bids to download the bid documents under “BIDS & RFPS”. Those without internet access may call (860) 489-2225 to request the bid documents. All questions shall be submitted in writing to the City Purchasing Agent no later than 6/3/2025

A bid bond, in an amount not less than five percent (5%) of the amount of the bid shall accompany each bid with a performance bond and a labor & materials bond. A non-collusion statement for Prime Contractors and any addendum acknowledgement must also be submitted at the time of the bid.

The City of Torrington reserves the right to accept or reject any or all bids, to waive technicalities, or to award the contract to a bidder other than the lowest bid, and to award the contract as it feels will best serve the public interest.

State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN STAT. §§ 4a-60g, as amended. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals.

There will be a NON-MANDATORY PRE-BID CONFERENCE ON THE SITE AT 11:00 A.M. ON MAY 27, 2025 at the intersection of Pfeffer Lane and East Main Street, Torrington, CT

All bids will be considered valid for a period of sixty (60) days.
