Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.



Solicitation number: 1240BE26Q0065 is issued as a Request for Quotation (RFQ)



Project: Willamette NF, MF 26-1 Willamette Complex North Suppression Repair Road Maintenance



This acquisition is a Total Small Business Set-Aside. The applicable North American Industry Classification Standard Code is 237310 Highway, Street, and Bridge Construction, Subdivision 13 - Repair and Maintenance. The small business size standard is $ 45 million. All responsible sources may submit a quotation to be considered by the agency.



Award Type: It is anticipated that a Firm Fixed Price Purchase Order will be awarded as a result of this synopsis/solicitation. The Government intends to make one award from this solicitation. Therefore, to be considered responsive, contractors must submit pricing for all items.



Statement of Requirement: Maintain roads and manage vegetation growth to ensure safe and productive road conditions. Specifically, repairing damage to road surfaces and drainage structures during suppression of the 2024 Willamette Complex fire.



Work areas may be reached by Forest roads that are accessible by a standard two-wheel drive pickup equipped with snow tires and chains, if needed, during normal operating seasons, unless otherwise indicated on Project Maps. Vehicles shall not operate off-system roads without prior written approval.



All work shall be performed in accordance with all applicable codes, and standards. See Attachment 3 – Performance Work Statement (PWS) for further information.



Schedule of Items See Attachment 2 - Schedule of Items. Complete the Schedule of Items with quoter’s business information and pricing.

Unit of Issue: Mile=LM (lane mile), Cubic Yard=CY, Lump Sum=LS, Each=EA

The quantities specified in the Schedule of Items are estimates only and not guaranteed quantities.



Location: All work shall be performed at the Northern end of the Middle Fork Ranger District (RD) of the Willamette National Forest

Estimated Start Work Date: July 15, 2026



Period of Performance: Date of Award through October 30, 2027



Contractor shall begin work within 10 days of Post Award Conference. Thirty percent (30%) of roads in the description of work shall be completed by October 30, 2026. (Reference Attachment 3 - PWS, paragraph 17).

2)Your Written Response to the Evaluation Factors (found in Attachment 1 - Solicitation, Pages 2-5). Adobe Acrobat or Word documents accepted. Failure to respond to evaluation factors will result in exclusion from the evaluation.

3) Attachment 10 SF-1449: Sign in Blocks 17a and 30 a, b, and c.
