The Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (PM- MAS) has awarded the requirement to procure the M829A4 120mm, Armor Piercing, Fin Stabilized, Discarding Sabot with Tracer (APFSDS-T) Cartridge, herein referred to as the M829A4 Cartridge. The 120mm M829A4 is the most effective anti-armor kinetic energy cartridge round fired from the M256 120mm smoothbore cannon mounted on the Abrams Main Battle Tank.
The contract is a five year, Indefinite Delivery/ Indefinite Quantity production contract with Firm Fixed Priced Delivery Orders. The contract will consist of three ordering periods for Fiscal Years (FYs) 25-28. The ceiling value is $706,475,428.92.
This contract is a full scale production contract awarded pursuant to FAR 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services. to, General Dynamics Ordnance & Tactical Systems (GD-OTS), in St. Petersburg, FL.
The contract was solicited on an Other than Full and Open Competition basis. Competition for the prime contractor, primer, projectiles, combustible cartridge case, and Load, Assemble and Packing (LAP) was limited to sources within the U.S., its outlying areas or Canada. Limiting competition to sources within the U.S., its outlying areas, or Canada for the M829A4 Cartridge, LAP, Projectiles, Combustible Cartridge Cases and Primer, allowed the Government to maximize the number of potential offerors while also protecting the industrial base capabilities.
Only was proposal was received in response to the solicitation. A small business set-aside was not feasible due to the specialized nature of the requirement and limited number of qualified vendors
