The City of Birmingham (The City) is issuing this Request for Proposals (RFP) for professional services to assist the City in the development of a Comprehensive Climate Action Plan (CCAP) for the Birmingham-Hoover MSA.
The City received funding from the U.S. Environmental Protection Agency (EPA) through the Inflation Reduction Act –CPRG program to complete a CCAP for the Birmingham-Hoover MSA.
The selected firm will work with the City of Birmingham’s Office of Resilience and Sustainability as well as other City staff to assist in the technical and analytical aspects of developing a Comprehensive Climate Action Plan resulting in a written plan by November 1, 2025. As part of the analysis, the selected firm will conduct a greenhouse gas inventory for the City and MSA and make recommendations to assist the City and MSA on reaching its Climate Action goals.

The City of Birmingham (The City) is issuing this Request for Proposals (RFP) for professional services to assist the City in a robust public engagement outreach process for the development of the City’s Comprehensive Climate Action Plan (CCAP) for the Birmingham-Hoover MSA.
The selected firm will work with the City of Birmingham’s Office of Resilience and Sustainability as well as other City staff to assist in public outreach efforts for the Comprehensive Climate Action Plan, resulting in a written plan by November 1, 2025. The desired consultant is experienced in conducting public outreach campaigns with a particular focus on reaching low-income and disadvantaged communities who are disproportionately affected by the negative impacts of climate change.
