Ebbing Field 3-Bay Hangar Fort Smith Arkansas - Notice of Intent Brand Name Acme Brick “Flying Razorback Blend Running Bond Pattern” and “Flying Razorback Blend Soldier Course” with a blend of three brick colors; "Crimson,” “Garnet,” and “Napa Valley.”

In accordance with Section 888(a) of the National Defense Authorization Act (NDAA) for Fiscal Year 2017 (FY17) (Public Law 114-328) as implemented by Defense Acquisition Regulation Supplement (DFARS) 206.302-1(c)(2), the justification and approval (J&A) addressed in Federal Acquisition Regulation (FAR) 6.303 is required to use brand name or equal descriptions for the exterior brick finish materials identified as Acme Brick “Flying Razorback Blend Running Bond Pattern” and “Flying Razorback Blend Soldier Course” with a blend of three brick colors; "Crimson,” “Garnet,” and “Napa Valley.” Velour texture will be used for Crimson and Garnet and heritage texture will be used for Napa Valley. This is for the firm-fixed price construction contract for the F-35 3-Bay Hangar, Ebbing Air National Guard Base, Fort Smith, AR. Manufacturer and product names are identified solely to provide a basis for the color of the respective finishes. Establishing the brick color and texture will provide base and campus wide consistency.

All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be received no later than 10:00AM Central Daylight Time on 3 June 2025 to brian.j.welch@usace.army.mil and Jon.A.Larvick@usace.army.mil.
