NOTICE IS HEREBY GIVEN that the County of Wayne will receive sealed bids for: Wayne County – Department of Social Services Office Façade Renovation at 77 Water Street, Lyons, NY 14489.

Project Summary:

The existing department of social services building is a two-story steel framed structure (with basement), with brick clad cavity wall supported by cold formed metal framing. The exterior façade will be renovated to provide an appropriate and identifiable entrance to the building, providing entrance identification, signage, updated exterior lighting, and an additional (uninsulated) fiber cement panel rainscreen façade over the existing face brick masonry at the main entrances and Water Street facing building corners. There is an add alternate to provide additional fiber cement panel rainscreen coverage at the south building corners facing the canal (Add Alternate No. 1).

This project includes minor repair of existing CMU and brick exterior masonry, including repointing, as well as selective saw cutting, salvaging, and replacement of the exterior as required for general repair, spot cleaning, and installation of new façade, canopy and lighting components. Existing signage and lighting components will be removed and disposed of. Minor work will be required to repair the existing roof membrane, vapor barrier, and exterior as required to provide the fiber cement panel façade, and marquee style metal canopy at the main entrance. There will be custom metal signage installed at the main entrance and employee entrances.

Bid Date:

Such sealed bids must be clearly identified and filed with the Clerk of the Wayne County Board of Supervisors, 26 Church Street, Lyons, New York 14489, on or before 2:00 p.m. prevailing local time on Thursday, October 24th, 2024, at which time said bids, will be publicly opened and read.

Award and Proceed Dates:

Bids will be awarded on November 19th, 2024, with notice to proceed on December 1st, 2024.

Prebid Meeting:

There will be a pre-bid meeting including a “Bidders Tour” of the project site to review the project. The “Pre-bid Meeting” will be held on Tuesday, October 8th, 2024 @ 8:00 a.m. local time. Bidders shall meet in the waiting room just inside the main entrance of the Wayne County Department of Social Services Building located at 77 Water Street. A walk-through of the construction site will immediately follow. All interested bidders are encouraged to attend this meeting.

Questions and Requests for Information:

ALL PRE-BID REQUEST FOR INFORMATION and questions must be received in writing no later than 5:00 p.m. local time on Friday, October 11th, 2024. All questions and requests will be formally responded to via addendum and issued to all registered plan holders. Only registered plan holders will receive copies of addenda.

Bid Documents:

Electronic and Printed Procurement and Contracting Documents: Documents may be obtained on or after 10:00 a.m. local time on Monday, September 30th, 2024, by contacting Dataflow, Inc.. Obtaining documents from Dataflow is the only way to become a registered plan holder. Once registered, only complete sets of documents will be issued. Only registered plan holders will receive copies of Addenda issued during bidding. Once registered as a plan holder, Dataflow will provide access to the plan room where bid documents can be viewed.

  1. Cost of Documents: One full set of printed drawings and specifications will be provided to registered plan holders upon registration. Only full size, complete sets of drawings and specifications will be released to bidders.
  2. Deposit: Bid Documents will require a bid deposit of One-Hundred Dollars ($100.00) for each set of documents requested. Checks shall be made payable to Wayne County Board of Supervisors. Any Contract Document holder, upon returning the Contract Documents in good condition within thirty (30) days of the award of contract, or rejection of proposals, will be refunded the full amount of deposit.
  3. Shipping: Additional shipping charges may apply for any delivery requests.
  4. Additional copies of bid documents are available to registered plan holders on a nonrefundable, cash and carry basis through Dataflow, Inc.. Bidders are responsible for payment of additional copies requested.
  5. Electronic bid documents in .PDF format are available for purchase to registered plan holders on a nonrefundable, cash and carry basis through Dataflow, Inc. Upon payment, Dataflow will email plan holder a link to their FTP hosting site for downloading the files.
    1. Electronic files can be obtained with a $35 nonrefundable fee payable to Dataflow, Inc.
  6. For viewing purposes only, contractors may go to www.nyplanroom.com and click on LaBella Associates, P.C. – Wayne County.
NOTICE:

The County of Wayne shall not be held responsible for the completeness or accuracy of any bid documents received by a vendor that were not directly issued to that vendor by Dataflow Document Management.

Any vendor submitting a bid based on incomplete or inaccurate information resulting from documentation received from any third party, shall not have cause for relief from award or completion of a contract in accordance with the official documents on file with Dataflow.

It is HIGHLY suggested that all vendors interested in participating in this bid, contact Dataflow directly at the address or telephone number listed in the advertisement of bid to assure they have received the most accurate and up to date material concerning this contract.

The County does not offer or supply anyone the list of people that have obtained a copy of these bid specifications or cost estimates for the project prior to the opening of the bid.

NO EXCEPTIONS ARE MADE TO THIS POLICY.
