The Borough of East Stroudsburg will receive sealed bids online via the PennBid ™ Program for the Twin Boroughs Recycling Center Trailer Project Borough of East Stroudsburg 2025 Paving Project until 3:00 p.m. prevailing time, on June 30, 2025 at which time, all bids will be opened on line and then publicly read aloud at the Council Chambers at the Borough of East Stroudsburg, 24 Analomink Street, East Stroudsburg, PA 18301.
The Scope of Work under the proposed contract includes the purchase of a new or renovated mobile office trailer, 10 feet by 30 feet, that will rest on the foundation at the Twin Boroughs Recycling Center, 336 Lincoln Street, East Stroudsburg, PA 18301. The trailer shall include a 36 inch exterior door, secured by dead bolt and key, a 36 inch interior door, secured by key, a total of six (6) windows, (3 windows 45x60, 3 windows 36x36), 2 office rooms, 10 electric receptables, one half bath, one bathroom vanity, one bathroom sink, one bathroom mirror, one bathroom fan, one closet, one kitchen area with a double sink faucet, fridge space, one 100 Amp electric panel, 8 LED lights, a 18,000 BTU Heat and Air conditioning unit, 2 exterior lights on either side of the exterior door, as well as vinyl flooring throughout, R21 insulation or better, with a metal roof. The trailer layout should be as follows: the first office room should be 10 feet by 16 feet and include the exterior door, a bathroom, a kitchen space, fridge space, and the HVAC system on the exterior wall. The HVAC system should have three heads: one in the big office, one in the bathroom, and one on the exterior wall by the 18,000 BTU Heat and AC unit. The other office space should be 10 feet by 14 feet and be an open area that permits 2 to 3 desks, whiteboards, and filing cabinets.
The Twin Boroughs Recycling Center is at 336 Lincoln Avenue, East Stroudsburg, Monroe County, PA 18301.
Bidding Documents, including specifications and bid sheets, may be viewed and ordered on online by registering with PennBID. All Bidding Documents are available at no cost at www.PennBid.net. Successful bidders are responsible for the PennBid fee. Documents will be available beginning on May 12, 2025, at 9:00 am.
A non-mandatory pre-bid conference for the Contract will be at the Twin Borough Recycling Center, 336 Lincoln Avenue, East Stroudsburg, Monroe County, PA, on May 27, 2025, at 3:00 pm for general purposes and to inform prospective bidders of contract requirements. Bidders are encouraged to attend and participate in the conference.
Bid security shall be submitted with each bid, in form of a certified check or bank draft, payable to the order of the Borough of East Stroudsburg, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, or cash, in an amount equal to 10 percent (10%) of the total amount bid. If providing a Bid Bond, Bidders shall upload a scanned copy of a fully executed bond as part of the online sealed bid submission. After the Bid Opening and upon request by the Owner, Bidder(s) shall provide original hard copies of the Bid Bond. If providing security in the form of a certified check or bank money order, security must be delivered to the Owner before the Bid Opening date and time.
The successful Bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in the amount of not less than one hundred percent (100%) of the awarded contract amount. An acceptable surety company is any company included in the latest U.S. Treasury Department Circular 570 listings and authorized by the Pennsylvania Department of Insurance to do business in Pennsylvania. The successful bidder shall be required to submit evidence of insurance coverage with an insurance company having an A.M. Best rating of “A-: Class X” or better per the specifications.
Pennsylvania prevailing wages will apply to this contract.
Bids may be held by the Borough of East Stroudsburg for up to 45 days from the date of the Bid Opening for the purpose of reviewing the bids and investigating the qualifications of bidders before making a decision.
Because the Twin Borough is operated with the Borough of Stroudsburg, both the Borough of East Stroudsburg and the Borough of Stroudsburg will vote to approve the accepted bid.
The Borough of East Stroudsburg reserves the right to waive any defects, errors, omissions, irregularities, or informalities in a bid or the bidding procedure and to accept any bid, which it may deem to be for or in the best interest of the Borough, and to reject any or all proposals.
