Description

This is a combined synopsis and solicitation for a commercial service prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and A WRITTEN SOLICITATION WILL NOT BE ISSUED.



The solicitation number for this procurement is FA483025Q0079 and it is issued as a Request for Quotation (RFQ).



All References to “offer” or “offeror” in the clauses and provisions incorporated below are deemed to have the meaning of “quotation” and “quoter” respectively. Any quotation received in response to this RFQ is not binding until the contractor either signs the purchase order issued at time of award or starts of performance.



The Government intends to evaluate quotations and award a single contract without discussions with Quoters; therefore, the Quoter’s initial quotation should contain the Quoter’s best terms from a price and technical standpoint. The Government does reserve the right to conduct discussions if deemed by the Contracting Officer to be in the best interest of the Government.



This RFQ and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2025-03, DFARS Change 01/17/2025, and DAFFARS Change 10/16/2024. In accordance with FAR 52.219-1 the North American Industry Classification System (NAICS) is 811310. The small business size standard is $12.5 million. The Government intends to award a single contract from this solicitation.



This acquisition will be set aside 100% for Small Businesses in accordance with FAR 19.502-2(a).



Description: This RFQ solicits quotes for preventative and reactive maintenance on five (5) pieces of HAAS manufactured equipment, and one (1) piece of OMAX manufactured equipment. The equipment being maintained is used by the 23d Maintenance Group to manufacture/modify aircraft parts, as well as create parts which are utilized on more complex repairs on aircraft and aircraft equipment. These machines HAAS machinery is utilized daily, anywhere from 24-48 hours per week, while the OMAX machine is utilized significantly more at 72-96 hours a week. The servicing of the five (5) pieces of HAAS equipment is to be performed biannually (2x a year), while the OMAX equipment is to be serviced quarterly. The selected contractor will be responsible for all labor, equipment, and disposal compliant with environmental regulations and base safety protocols.



FOB Point: Destination (Moody Air Force Base, GA.)



Period of Performance: The resulting contract from this RFQ will contain a twelve (12) month base period beginning 10 December 2025, and four (4) one (1)-year option periods.




  • Base Year: 10 December 2025 through 09 December 2026

  • Option Year 1: 10 December 2026 through 09 December 2027

  • Option Year 2: 10 December 2027 through 09 December 2028

  • Option Year 3: 10 December 2028 through 09 December 2029

  • Option Year 4: 10 December 2029 through 09 December 2030



All quoters must be registered with System for Award Management (SAM) and the online representation and certification in SAM must be completed. Information concerning SAM requirements may be viewed via the internet at https://www.sam.gov or by calling 866-606- 8220, or 334-206-7828 for international calls. Quoters that reject the terms and conditions of the solicitation may be excluded from consideration.



The Government intends to conduct a site visit for this proposal. The exact date of the site visit will be identified in the solicitation.

The below listed FAR, Defense Federal Acquisition Regulation Supplement (DFARS), and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) clauses apply to this RFQ and will be incorporated into the resulting contract. All clauses may be viewed in full text via the internet at http://acquisition.gov.



The Certificate of Compliance with Insurance Requirements (Attachment 3) applies to the solicitation.
