SUBJECT: Preventive Maintenance Service Contract for Gerstel Injection Systems

DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(1), with Gerstel, Inc., of Linthicum Heights, MD for an annual preventive maintenance contract for NIST’s existing Gerstel Injection Systems. The equipment is utilized by the NIST Engineering Laboratory (EL), in Gaithersburg, MD.





***** Sole source determination is based on the need to acquire a preventative maintenance service contract for the existing Gerstel equipment, which is only available through Gerstel’s service organization. NIST requires routine preventative maintenance as well as on-site repairs of broken equipment as needed for an owned Gerstel Gas Chromatogram Mass Spectrometer Injection System. This system is proprietary to its original equipment manufacturer, Gerstel. As the equipment is proprietary to Gerstel, all maintenance and repairs must be performed by field service engineers who are certified by Gerstel. Gerstel is the only company capable of performing these services with Gerstel-certified field service engineers; there are no other contractors that are authorized to provide the required services for NIST's Gerstel systems. Use of any other contractor would jeopardize system functionality and on-going research activities. Accordingly, Gerstel is the only contractor capable of providing the required services.





To ensure continuity of research efforts in the NIST laboratories, it is vital the instrument and its accessories are maintained at full operational performance. Unauthorized service providers may provide components incompatible with the existing Gerstel equipment which would cause interruptions in critical research projects.

811210 – Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34 million.





****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

No solicitation package will be issued. This notice of intent is not a solicitation.
