INVITATION TO BID - City of Selma RFQ Department of Justice - Community Policing Program Motorized Police Command Station w/ Surveillance Capabilities RFP no. 2025-CP-001

CITY OF SELMA, ALABAMA

The City of Selma, Alabama, hereby gives public notice that it is soliciting sealed bids for the purchase and delivery of a Motorized Police Command Station with Integrated Surveillance Capabilities, in accordance with the Alabama Competitive Bid Law (Ala. Code § 41-16-50 et seq., as applicable) and the U.S. Department of Justice (DOJ) procurement guidelines at 2 C.F.R. Part 200 and the DOJ Grants Financial Guide.

EQUIPMENT SPECIFICATIONS INCLUDE, BUT ARE NOT LIMITED TO:

• Custom-built or modified heavy-duty van, truck, or RV chassis (all-wheel drive preferred; diesel or hybrid-electric power).
• Climate-controlled interior with minimum height of 6.5 ft.
• Surveillance suite: 360° high-definition cameras, PTZ, infrared/night vision, DVR, and secure data storage.
• Two-way communications: radio, cellular, and satellite integration.
• Command and control workstations for 2–4 personnel with seating, lighting, HVAC, and secure storage.
• Support systems: minimum 5kW backup generator, power management, battery backup, and exterior LED lighting.
• On-site training for city and police personnel.
• Minimum three (3) year warranty on all components.
• ADA-accessible features encouraged.

DEADLINE FOR SUBMISSION:
Sealed bids must be received no later than Thursday, September 4, 2025, at 4:00 PM (CST).

BID DELIVERY:

• Required Method: All bids must be submitted in a sealed envelope clearly marked:
  “ITB Submission – Motorized Police Command Station – [Firm Name]”
  and delivered to:
  Office of the City Clerk, Selma City Hall, 222 Broad Street, Selma, AL 36701.
• Electronic Submissions: The City may also accept electronic submissions through an approved secure electronic bidding process in accordance with Ala. Code § 41-4-132 et seq. Details, if applicable, will be provided on the City’s bid webpage.

BID OPENING: Bids will be opened publicly at 10:00 AM (CST), September 5, 2025 at Selma City Hall Council Chambers.

The City reserves the right to accept or reject any or all bids, to waive informalities, and to award in the best interest of the City.
