INVITATION TO BID - City of Selma Request for Proposals for Mobile Security Tower Equipment Department of Justice Community Policing Program RFP No. 2025-CP-002

CITY OF SELMA, ALABAMA

The City of Selma, Alabama, hereby gives public notice that it is soliciting sealed bids for the purchase of mobile security tower equipment in accordance with the Alabama Competitive Bid Law (Ala. Code § 41-16-50 et seq., as applicable) and the U.S. Department of Justice (DOJ) procurement guidelines at 2 C.F.R. Part 200 and the DOJ Grants Financial Guide.

Equipment specifications include, but are not limited to:

• Deployable mobile security tower unit with up to 30 ft vantage point
• Heavy-duty scissor lift design with octagonal base for wind resistance
• 31-gallon fuel tank with backup generator and shore power capability
• Deep-cycle batteries, solar-ready configuration
• 13.5k BTU air conditioner with heat and insulated enclosure
• Four individually controlled floodlights, strobe, and descent camera
• Safety and stability sensors, wind speed meter, and emergency lowering valve
• Camera system with PTZ day/night and thermal imaging options, wireless connectivity, and cloud storage integration

DEADLINE FOR SUBMISSION:
Sealed bids must be received no later than Thursday, September 4, 2025, at 4:30 PM (CT).

BID DELIVERY:

• Required Method: All bids must be submitted in a sealed envelope, clearly marked “ITB Submission – Mobile Security Tower Equipment – [Firm Name]”, and delivered to the City Clerk’s Office, Selma City Hall 222 Broad Street Selma, AL 36701.
• The City may also accept electronic submissions through an approved secure electronic bidding process in accordance with Ala. Code § 41-4-132 et seq. Details, if applicable, will be provided on the City’s bid webpage.
