BRIEF SCOPE OF WORK

Motorola Mototrbo R2 OR BRAND NAME EQUIVALENT UHF Radio System.
in accordance with the terms and conditions stated within this abbreviated Performance Work Statement (PWS).

The subsequent solicitation is planned to be a Base with Four possible Option Year(s) Contract.

This is a Request for Information (RFI) Only for Market Research purposes, no Award will be made from this RFI.

1. GENERAL: This is a non-personnel services requirement. The contractor shall provide all management, supervision, labor, transportation, tools, materials, parts, and other items necessary to perform work, execute services, and to successfully complete all deliverables as contained within this Scope of Work. The Government shall not exercise any supervision and/or control over contractor personnel (which includes contractor service providers, contractor representatives, and subcontractors employed with and/or being utilized by the prime contractor) during all active performance periods of the contract. All contractor personnel shall be accountable solely to the Contractor, who in turn is responsible to the Government.
2. BACKGROUND: An emergency radio communication system for the facility is required for personnel to communicate to internal personal. The current system is a VHF system and is very outdated and hard to get parts for or service. A new UHF system is needed to provide the proper signal to communicate site wide. To meet these needs, a UHF system must be procured with all components necessary for the system to send and receive signals site wide.
3. SCOPE OF SERVICES: Services needed under this effort (to include required Deliverables) are described below:
A site survey will be required before award to determine what will be needed to install a system that will include all parts and accessories needed to provide coverage throughout the entire Jack C Montgomery VA Medical Center, approximately 650,000 sq ft.
Requirement will include all parts and labor needed to completely install the system.
System will need to be tested throughout the facility to ensure proper coverage in all areas that the Engineering Service deems necessary.
Contractor will provide System Documentation to include, but not limited to, troubleshooting guides, technical specs, parts list, manuals, libs, Compact Discs, etc..
Contractor to provide 65 radios with antenna, battery, and charging stations. Contractor to provide and install a repeater with appropriate hardware for said radios to work in the UHF frequency range.
Contractor will provide 60 month maintenance contract to include Testing, Preventative Maintenance, and Corrective Maintenance/Troubleshooting and Repair, Warranty Repairs, on installed system IAW (in accordance with) System Documentation.
The Contractor shall provide non-personnel services including all management, supervision, personnel, transportation, tools, materials and other items and services necessary to install, support, and maintain the Bi-Directional Amplifier System in JCM VAMC in accordance with this Statement of Work (SOW).
Radios shall meet the following requirements:
Frequency 400-480 MHz UHF
Channel spacing 12.5 / 25.01 kH
Channel capacity 64
Battery life 17 Hours (one potential work shift without recharging)
Operating temperature* -22 °F to 140 °F
Dust and water intrusion IP55
Salt fog Per MIL-STD 810C/D/E/F/G/H
Humidity Per MIL-STD 810C, D, E, F, G, H
Thermal shock Per MIL-STD 810C, D, E, F, G, H
Electrostatic discharge IEC 61000-4-2 Level 4
The radio delivers a clear signal.
Transmit Interrupt
The radio uses the same accessories as other units in that particular brand and does not require unique adapters for regular use or adding accessories.
Minimum of 5 year local service agreement for technical support, updates and repair service, (local within an hour drive)
b. Full operational testing of system upon completion of installation with in-service provided to Facility Personnel.
c. 5-year warranty on all components
