The Government is conducting market research to identify potential sources that possess the repair data, manufacturing data, expertise, capabilities, and experience to meet qualification requirements to repair the C-130, C-17 and C-5 Solid State Cockpit Voice Recording (SSCVR) System which includes: two Solid State Flight Data Recorders (SSFDR), a Sound Recorder (SSCVR) and an Amplifier Control Unit (ACU). The National Stock Numbers (NSN) and Part Numbers (PN) are as follows:
The RMC/ RMSC code for the SSCVR, SSFDR and ACU is R3/R.
The technical data required to organically or competitively repair these items is not owned by the Government and it is uneconomical to acquire the data by purchase or to reverse engineer these items. No samples are available for potential suppliers to evaluate.
The Contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
Acron Aviation is the manufacturer of the SSCVR, SSFDR and ACU and the only known source of repair for this item. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.

C-130, C-17 and C-5 Solid State Cockpit Voice Recording (SSCVR) and Solid State Flight Data Recorder (SSFDR) and Amplifier Control Unit (ACU)
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to provide depot-level test and repair of the C-130, C-17 and C-5 Solid State Cockpit Voice Recording (SSCVR) and Solid State Flight Data Recorder (SSFDR) and Amplifier Control Unit (ACU). The National Stock Numbers (NSN) and Part Numbers (PN) are as follows:
The SSCVR, SSFDR, and ACU were built by Acron Aviation (formerly L-3 Aviation Products) and there are no complete engineering data packages available to the government that can be used to repair the SSCVR, SSFDR, and ACU. These line replacement units (LRUs) are used on the
C-130, C-17, and C-5 and other aircraft. The Solid-State Cockpit Voice Recorder (SSCVR) delivers reliability, is lightweight and has low power consumption. The SSCVR records up to 2 hours of high-quality recordings on all four channels. The Solid-State Flight Data Recorder (SSFDR) records 64/128/256/512/1024 words-per-second flight data for a minimum of 25 hours. The Amplifier Control Unit (ACU) provides pre-amplification of microphone input and utilizes either its own built-in microphone or external area microphone to record conversation on the flight deck for storage in the cockpit voice recorder. Repairs of the SSCVR, SSFDR, and ACU are intended to ensure the availability of the assets necessary to support the current mission requirement of the C-5, C-17, and C-130 aircraft.
The SSCVR, SSFDR, and ACU must meet form, fit, function, and interface (F3I) requirements. However, the Government does not own the data or the rights to the data needed to compete for the repair of these parts. It has been determined to be uneconomical to reverse-engineer the data, qualify a new source, or buy the data and/or data rights. Acron Aviation is the only known source of repair for these assets and has been since the SSCVR System was fielded.
