Notice of Intent to Award as Sole Source: The Department of Veterans Affairs, NCO 8, intends to award a Sole Source, Firm-Fixed Price contract to ConexSys, LLC for the purchase and license rights of HI-IQ Software for VISN 08 locations. It is the Government s belief that the proposed candidate is the sole source provider of the Hi-IQ Software and all associated licenses.
This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are highly specialized are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract to ConexSys, LLC - 6 Blackstone Valley PL STE 402, Lincoln, RI 02865-1162.
ConexSys, LLC software provides quality assurance, room view/patient tracking, and inventory management modules. ConexSys, LLC is the manufacturer of the software program and the only source that can provide the required proprietary software and service that will not void or modify any original manufacturer s requirements on the government owned equipment. HI-IQ is the only software product that contains SIR Standards of Practice, terminology and business rules related to the documentation of procedure related complications.

This announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. Responsible sources may identify their interest by submitting their capability information and an OEM Authorization Letter by 12PM EST, on Friday April 4, 2025. Interested firms must indicate their socio-economic status and if they are U.S. or foreign owned. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
