    Sealed bids will be accepted at the office of Mr. Hudson E. Chandler, Purchasing Supervisor,
    Columbia County School District, Business Department, 4781 Hereford Farm Road, Evans, GA
    30809 no-later-than NEW DUE DATE March 19, 2026 @ 2:00 P.M.
    Any bid received later than the specified date and time, whether delivered in person or
    mailed, may be disqualified.
    The CCSD reserves the right to reject any or all bids and to accept any bid deemed most
    advantageous to the Columbia County School District and to waive any informalities in bidding.

    New bid due date is before 2:00pm March 19, 2026. There will be no further responses to questions
    for this request.
    This Amendment is an extension of the bid due date.
    A.
    1. Of the positions listed below as a part of the RFP, how many positions is CCSD looking to fill
    (or how many current vacancies) and what is the district’s current pay rate for each?
    a. General Education Paraprofessionals 20; average wage $18
    b. Special Education Paraprofessionals (including ASD, EBD, SID/PID,MOID, IRR, Pre K,
    CCETS) 25; $18
    c. American Sign Language (ASL) Paraprofessionals 7; $20
    d. School Nutrition Assistants 20; $17
    2. Will vendor questions that are submitted be answered specifically back to that vendor or
    posted as an addendum on the public site? both
    3. Page 5 of the document (included under General Information) states that, among other
    things, proposals must contain a statement concerning the number of personnel with
    qualifications and experience. This is also referenced on Page 7 under the scoring rubric: 20%
    number of key personnel with qualifications and experience. Can you please clarify if this is
    referring to potential talent to fill the staffing needs or corporate personnel employed by the
    vendor who will be directly supporting CCSD? This is just a criteria used to help with the
    decision-making process. We are only interested in personnel employed by the vendor who
    could be directly supporting CCSD.
    4. Are the pricing and references required to be submitted on the forms included in the RFP
    document or is that the format submissions should follow?
    a. Additionally, Page 5 states that “Proposals must contain, as a minimum, the
    following forms:”
    i. Certification & Acceptance Form (2 pages I see included)
    ii. Business References (I see included, but also refer to #4
    question) Enter this information on the page listed “Business References
    Form” or provide on another sheet clearly labeled as
    iii. Statement concerning the number of personnel with
    qualifications and experience (would this be the grid for pricing on Page 7? Also

    5. Page 2 of the Certification & Acceptance Form states under “Mailing Instructions” INCLUDE
    ONE ORIGINAL PROPOSAL RESPONSE AND ONE COPY. Page 4 under “Instructions &

    Specifications” states that Columbia County School District will accept bids by email. And at
    the end of that same paragraph that Electronic Signatures will be accepted on bids. Page 5
    under the section heading “General Information” states that “It would be appreciated if
    vendors would also provide one electronic copy in form of pdf.” I prefer to hand deliver
    proposals to ensure they are received, but this seems redundant if an electronic PDF is
    appreciated and the district can accept bids by email. Would you please clarify exactly how
    the district would prefer to receive this response? If you would prefer to hand deliver, please
    do so

    Can the District provide the current hourly bill rates being paid for each staffing category
    listed (General Education Paraprofessionals, Special Education Paraprofessionals, ASL
    Paraprofessionals, and School Nutrition Assistants)? See above.
    3. Worker Classification
    Will the District consider proposals that include either W-2 employees or 1099 independent
    contractors as part of the staffing solution under this RFP? Yes
    4. Award Timeline & Notification
    What is the anticipated award date, and how will vendors be notified of the selection decision
    (e.g., formal award letter, email, public posting)? No sooner than April 2026; more likely July

    5. Estimated Staffing Volumes
    Can the District provide estimated quantities, historical utilization, or projected needs for
    each staffing category during the initial contract term? Paraprofessionals approximately >90
    per year; SNW, approximately 30 per year.
    6. Work Schedule & Calendar
    Will assigned personnel be expected to follow the District’s academic calendar (including
    holidays, teacher workdays, and school closures) Yes. , and are there minimum daily or
    weekly hour guarantees? No
    7. Onboarding & Compliance Requirements
    Beyond the background checks, training, and documentation outlined in the RFP, are there
    additional District-specific onboarding steps (e.g., badge issuance, orientation sessions,
    technology training) required prior to placement? They are to be a part of all mandatory
    events and review all mandatory documents as would regular employees.

    Nutrition Assistants), what is the estimated number of positions anticipated during the initial
    contract term? See table
    2. What are the current vacancy counts by category, and does the District anticipate additional
    openings due to enrollment growth or program expansion? See table
    3. Over the most recent full school year, approximately how many total hours (or average
    weekly hours) were utilized for each category through temporary or contract staffing, if
    applicable? NA
    4. Are these roles expected to be primarily long-term assignments (multi-week/month
    placements) or short-term/daily coverage? Yes. Please also confirm typical shift lengths and
    whether assignments follow the standard student calendar or include summer programs. All
    categories have a calendar of workdays see business site on website for this information
    5. Are staff paid only for scheduled student-contact hours, or should vendors account for paid
    non-instructional time (e.g., meetings, planning, training, lunch, duty coverage)?

    6. Which required trainings (FERPA, mandated reporting, Non-Violent CPI, ABA strategies,
    assistive communication systems, etc.) are provided by the District versus expected to be
    provided by the vendor? Should training time be considered billable or non-billable? No
    7. Does the District currently utilize staffing vendors for any of these categories? If so, which
    categories are currently vendor-supported? If vendor supported, who are they? What are
    their pay rate per position, and what are their markup % per position? No

    the districts billing documents for the district to be reimbursed directly by Medicaid, if

    1 Would you accept bids from a Staffing Agency? Yes
    2 Please clarify if the district or vendor provides any materials (i.e. medical supplies,
    assessments, protocols/scoring sheets, computers, printers, PPE, etc.). They would get everything
    we give our current employees
    3 Can you provide insight into why this RFP has been released for bid? Specifically, what
    are the key drivers or needs prompting this solicitation? Cost.
    4 Can you please specify if we are allowed to bid on select disciplines or if we are required
    to bid on all disciplines? Either is fine.
    5 Can you please clarify if exceptions are accepted? They will be reviewed, please note exceptions
    6 Can you please clarify instructions for submitting this bid? The Columbia County School District
    will accept bids sent by email. Bidders are to consider emailed bids not received by
    Hudson.Chandler@CCBOE.net, until responding email accepting receipt. Email greater than 18
    megabytes exceed our size limit and cannot be received. Electronic Signatures will be accepted on
    bids. Bids can be mailed, hand carried or emailed. It is the vendor’s responsibility for arrival or
    acknowledgment before due date and time.

    1. Will the district provide necessary materials and technology for data collection, day-to-day
    support and evaluations and/or assessments? They would get everything provided to our current
    employees
    2. Will the district provide training on assistive technology needed for the students that require it?
    This request is to source trained personnel.
    3. Can the District provide the estimated number of placements (e.g., total headcount or full-time
    equivalents) for each of the four position categories from the previous school year to help vendors
    assess the potential volume? See table.
