This contract provides support for U.S. Army Aviation and Missile Command (AMCOM), United States Army Tank-Automotive and Armaments Command (TACOM), and United States Army Communications-Electronics Command (CECOM) with E-Unique and D/E common components, except for Defense Logistics Agency-managed components. The Contractor provides all equipment, material, labor, facilities, technical support and screening, performance tracking of hardware and software, to include technical publications and integrated electronic technical manuals, other logistical support resources and engineering services deemed necessary to support and sustain Apache AH-64D/E airframe PBL components. The PBL support services required of the Contractor will include depot-level component repair for highly complex items, below depot level repair support, system component support, unique consumable items supply, test equipment support, and the necessary supply/retrograde transportation infrastructure up to and including the delivery of serviceable components to USG specified supply support activities, and a comprehensive obsolescence management program to identify, prioritize risks, and develop solutions. These PBL services will also include the performance of supply chain management for all Apache AH-64D/E airframe PBL components; stockage, storage, and maintenance of inventory; issuance of required Apache AH-64D/E airframe PBL components to Army Aviation and Missile Command Life Cycle Management specified delivery points; receipt of retrograde unserviceables, repairable Apache AH-64D/E aircraft PBL components to include packing and shipment of retrograded items; loading of software, configuration management of Apache AH-64D/E aircraft PBL components, and equipment and support for aircraft integration efforts. There was one external condition that affected this requirement and acquisition. Without the award of a UCA, all sustainment support activity for the AH-64D/E secondary assets supported would cease without contract coverage on 01 May 2024. Furthermore, this UCA award was required no later than 01 Apr 2024 (with contract performance beginning 01 May 2024) to avoid the USG incurring additional costs associated with removing Continental United States (OCONUS) locations, due to LSR Visa processing requirements.
