Special Notice: Upcoming Industry Opportunity – Quad Cities Cartridge Case Facility (QCCCF)

1. Introduction
The U.S. Army Contracting Command - Rock Island (ACC-RI), in support of the U.S. Army Joint Munitions Command (JMC) located at Rock Island Arsenal, IL and the Project Lead for Joint Services (PLJS) located at Picatinny Arsenal, NJ, are currently seeking interested sources from within the United States and Canada for the facilitization, maintenance, and prototype efforts of the Quad Cities Cartridge Case Facility (QCCCF), using the Other Transaction Authority (OTA). This effort supports the strengthening of the U.S. Manufacturing and Defense Industrial Base, aligning with the goals of Presidential Executive Order 13806.
QCCCF is located at Rock Island, IL and is a Government-Owned, Contractor-Operated (GOCO) facility for the manufacturing of steel and brass cartridge cases. The QCCCF is comprised of approximately 180,000 square feet inside of Building 299 located on the Rock Island Arsenal, which includes 147,500 square feet of manufacturing space and 26,000 square feet of storage space, and 6,500 square feet of administrative space.
2. OTA Overview
The Other Transaction Agreement (OTA) is designed to foster a flexible teaming arrangement between the government and industry dedicated to innovation and modernization.
3. Planned Request for Solutions
ACC-RI, on behalf of U.S. Army Joint Munitions Command (JMC), and the Project Lead for Joint Services (PL JS), anticipates releasing a competitive OTA initiative request later this year. This initiative will solicit Requests for Solutions (RFS) for the comprehensive operation, maintenance, and prototype efforts of the QCCCF, including all necessary safety and security measures.
No production contracts are anticipated at this time for QCCCF, however the QCCCF has the capability to produce deep drawn cartridge cases. The contractor will be required to maintain the capability to produce the steel or brass cartridge cases for each item listed below:

4. Key Focus: Innovation and Prototyping
We invite contractors to propose innovative approaches to utilize the QCCCF for both Department of Defense (DoD) and commercial applications. A key element of this effort will be the prototyping and validation of new work, manufacturing processes, and the overall utility of the facility. We are seeking creative solutions that demonstrate the QCCCF’s potential as a valuable asset.
