Norfolk Naval Shipyard (NNSY) requires a Contractor to provide on-site IT Support Services where the primary location is the NNSY Command Information Office (CIO) Code 109, Portsmouth, Virginia, utilizing the policies and procedures of Federal Acquisition Regulation (FAR) Part 19.14 – Service-Disabled Veteran-Owned Small Business (SDVOSB) Program. As such, only SDVOSBs will be considered by the Government. The NAICS code applicable to the procurement is 541513 (Computer Facilities Management Services). The size standard is $37M. In order to provide the required services for NNSY and its local activities, award of a Firm Fixed Price single-award contract to a qualified vendor is planned. The anticipated timing and duration for this proposed contracting effort for NNSY IT Support and Network Services is 8 September 2025 – 7 September 2026.
NNSY CIO provides overall Information Technology (IT) support for the shipyard. The CIO department (Code 109) and the associated network capabilities are currently supporting activities which directly contribute to Navy Fleet readiness. Some of the functions supported by the network include automated tools that enhance the war-fighter’s ability to execute their mission; support to mission areas such as: Fleet logistics, maintenance, ship industrial and maintenance production activities, engineering, supply, legal, readiness, plans and policy, program planning and management, and personnel; hurricane disaster preparedness and response; world-wide support of bases, the war-fighter, and stations; readiness reporting and support; and securing the Homeland.
NNSY CIO includes the responsibility for the installation, administration, development, management, and/or maintenance of all networks and systems installed at NNSY and telecommunication services. The CIO provides IT approval for IT purchases made for and by NNSY. This department ensures that all systems and networks operate in a secure manner by implementing and managing an Information Assurance program that meets all Navy and DoD requirements.
The NNSY CIO performs all analytical, technical, and customer service functions in support of NNSY with 10,000 seats in NNSY’s Navy Marine Corps Intranet (NMCI) Enterprise Network. In addition, the CIO team supports the implementation of information technology (IT)/Cyberspace efficiency initiatives.

Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above website. This office will no longer issue hard copy solicitations.
By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any time prior to award. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements by visitinghttps://www.sam.gov.
