Project Description: The Township of West Pottsgrove will receive sealed Bids for the Jem Avenue & Dori Lane Sanitary Replacement Improvement Project (phase 2) as delineated in the plans and specifications until 2:00 P.M. (prevailing time) on the 2nd day of June 2026, at the West Pottsgrove Township Office, at which time and place all bids will be publicly opened and read aloud, and be opened online with results publicly posted via PennBid shortly thereafter. The Dori Lane & Jem Avenue Sanitary Replacement Project Improvement Project includes the removal and replacement of two sanitary manholes, a new cleanout placed, as well as the replacement of 860 feet of 8-inch VCP gravity sewer, including replacement of sewer laterals to the legal right of way and select building sewers, and select concrete replacement.

A certified check or bank draft, payable to the order of the West Pottsgrove Township, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten (10%) of the total bid amount shall be submitted with each Bid.
The successful Bidder will be required to furnish and pay for Satisfactory Performance and Payment Bond and Labor and Materialmen's Bond.
This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, which provides that training, employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. The Township of West Pottsgrove reserves the right to reject any or all Bids or to waive any informalities or irregularities in the bidding when, in the opinion of the Township, such rejections or waivers shall be to its interest or advantage. Prior to awarding the contract, bids may be held by the Township for a period not to exceed sixty (60) days from the date of bid opening for the purpose of reviewing the Bids and investigating the qualifications of bidders. Each document shall be accompanied by bid security in the form of a certified check or bank draft, payable to the order of West Pottsgrove Township, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total Bid amount. Bids shall remain open for a period of 60 calendar days from the date of Bid opening unless an award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 90 calendar days from the date of Bid opening. Bids may not be withdrawn during this period. All Bidders must bid on all items listed on the Bid Form. The successful Bidder shall be required to furnish satisfactory Performance and Payment Bonds in the amount of 100% of the Contract Price and a Maintenance Bond in the amount equal to fifteen (15%) of the Contract amount thereafter required on the specified Bond Forms included in the Contract Documents and Waiver of Lien. The successful Bidder shall substantially complete the project within 120 calendar days of the Effective Date of the Contract.
All bidders are invited to attend a mandatory Pre-bid Meeting to be held at 10:00 A.M. (prevailing time) on the 21st day of May 2026, at the West Pottsgrove Township Office, 980 Grosstown Rd Stowe PA, 19464.
