INTRODUCTION
Purpose
The City of Kyle is seeking proposals from a qualified restaurateur, developer, or development team for the development of a unique and upscale, yet family-friendly restaurant on a 0.8-acre pad site owned by the City.
The City
The City of Kyle is located on the I-35 corridor between Austin and San Antonio, two of the nation’s fastest growing metro areas. Austin, the nation's eleventh largest city and its twenty-third largest metro area, grew by 23.9 percent between 2010 and 2023. San Antonio, the nation's eighth largest city and its twenty-fourth largest metro, grew by 12.6 percent during the same time frame. The Texas State Data Center projects that the Austin-San Antonio mega region will have a population greater than the Chicago area has today by the year 2040.
The Brick and Mortar District
The Brick & Mortar District is a 138-acre pedestrian-oriented, mixed-use urban village in the heart of the Plum Creek development (a 2,200-acre master planned community with 5,000+ existing homes, an award- winning golf course and parks, and over 2 million square feet of commercial development with millions more to come).

Any proposal received later than the specified time, whether submitted online, delivered in-person or by mail will be disqualified. The City of Kyle will not be responsible for late delivery from the post office or delivery to any location other than the one specified above. Responders are encouraged to hand deliver their proposals well ahead of opening time or follow up to confirm their proposals were received before the deadline. The City further reserves its right to reject all proposals for any reason or any proposal that does not contain all the information requested in this RFP.
Potential responders may also submit a written email request to ddellemonache [at] cityofkyle.com (ddellemonache[at]cityofkyle[dot]com) for additional information or clarification. The deadline for questions is Tuesday, October 29th at 5:00 p.m. Please reference the RFP name in the subject line and provide the applicable page number with each question. Responses to questions will be posted on the City of Kyle’s website at www.cityofkyle.com/rfps and www.demandstar.com as an addendum prior to the submission deadline.
SUBMITTAL REQUIREMENTS & SCORING
The City will evaluate and rank the contractors based on the following selection criteria:
Pass/Fail – Complete Proposal
50 Points - Offeror’s Qualifications and Experience
20 Points - Demonstrated Understanding of the City’s Objectives
30 Points - Offeror’s Financial Stability
SELECTION PROCESS
This RFP provides information necessary to prepare and submit proposals for consideration and ranking by the City. The City will analyze and evaluate the proposals and rank the companies in order of the most qualified based on demonstrated competence and qualifications in accordance with the process below.
Step 1 – Initial Proposal Evaluation Criteria
o The selection criteria for shortlisting respondent teams are summarized below, with approximate weighting values as outlined above.
o The top ranked Offerors will be invited to submit a more detailed proposal.
o Offerors who are not shortlisted will not be evaluated further.
Step 2 - Two Phase Evaluation
o The City will select any number of qualified offers from this RFP and issue a phase two solicitation with just those selected. Responding to this initial RFP is a mandatory requirement to be considered for the phase two solicitation.
