Range Road 2060 - Phase II

The Rural Municipality of Browning No. 34 (the RM) intends to enter into a contract with MPE a division of Englobe (MPE) on the basis that they are the only supplier able to provide the services that meet the RM’s requirements for this procurement, as described below.

Total Duration: one year(s) with the option to extend for an additional one-year terms.

Rationale: The proposed supplier previously completed the Phase I design for the Range Road 2060 Upgrades and therefore possesses detailed knowledge of the project background, design intent, assumptions, and constraints. The remaining work consists of completing the Phase II design, including the base and asphalt pavement structure and road widening within the railway right-of-way, to finalize a tender-ready drawing and specification package for tendering in February 2026.

Scope of work: The Phase II roadway upgrades for approximately 10 km of Range Road 2060 will include the following services:

• Complete an at-grade railway safety assessment and prepare drawings to support roadway widening within the CN ROW.
• Prepare detailed Phase II design drawings and specifications suitable for tender.
• Attend RM council meetings, as required.
• Provide procurement and tender support services.

Written statements of the suppliers capabilities, referencing the ACAN #2025-01 are to be received on or before 2:00 p.m. Central Standard Time, 12/31/2025. If no responses are received, a contract may be pursued with the supplier.
