Sealed bids will be received by the Delgado Community College Purchasing Office, O’Keefe

Administration Building, located at 501 City Park Avenue (Building 37), New Orleans, Louisiana 70119

until 2:00 p.m. Central Time on Wednesday, September 16, 2026. All bids which have been duly

received will be publicly opened in the Purchasing Department and, except as provided in LSA-R.S.

37:2163, read aloud. Late bids will not be accepted.

Description of the proposed work:

Membrane Roofing and Window Replacement in Building 1 and Metal Roofing and Window Replacement

in Building 2.

Pursuant to LSA-R.S. 37:2163, Licensed Contractors may secure Bidding Documents from the

Purchasing Department of Delgado Community College (purchasingdept@dcc.edu) located at 501 City

Park Avenue, New Orleans, LA 70119 until 24 hours prior to bid opening. An account Log-in will be

provided to the Bidder giving access to an on-line service to obtain pdf’s of the Construction Documents.

Licensed Contractor shall submit evidence of Louisiana State License and License number.

A mandatory pre-bid conference will be held at the Delgado Westbank Campus in the Building

5 Auditorium located at 2600 General Meyer Avenue, New Orleans, LA 70114, on Friday, August

28, 2026, at 2:00PM. local time.

Type of Bid: Bids shall be on a lump-sum basis. Segregated bids will not be accepted.

Bids security in the amount of five percent (5%) of the total bid must accompany each Bid. A certified

or cashier’s check or a bid bond is acceptable bid security. If bid bond is used, it shall be written by a

surety or insurance company currently on the U.S. Department of the Treasury Financial Management

service list of approved bonding companies which is published annually in the Federal Register, or by a

Louisiana domiciled insurance company with at least an A-rating in the latest printing of the A.M. Best’s

Key Rating Guide to write individual bonds up to ten percent of policyholders’ surplus as shown in the

A.M. Best’s Key Rating Guide. (LSA-R.S. 38:2218.C).

Bids shall be accepted from Contractors who are licensed under LA. RS.37:2150-2192 for the

classification of Building Construction. Bidder shall certify that he is licensed under the provisions of

LSA-R.S. 37:2150 et seq. and show his license number on the bid envelope. Except as otherwise

provided in LSA-R.S. 37:2163, any bid that does not contain the contractor’s certification and show the

contractor’s license number on the bid envelope shall be automatically rejected, shall be returned to the

Bidder stamped “Rejected” and shall not be read aloud. Any Bidder who submits a bid for a type of

construction for which he is not properly licensed shall be acting in violation of LSA-R.S. 37:2163 and

shall be subject to all provisions for violations and penalties thereof. Any interested person may object to

the licensing classification of this public project in accordance with LSA-R.S. 37:2163D.

The successful Bidder will be required to furnish a Performance Bond guaranteeing faithful

performance and a Labor and Materials Payment Bond guaranteeing the payment of all bills and

obligations arising from the performance of the contract.

Sureties will be required to meet qualifications set forth in LSA-R.S. 38:2218 and R.S. 38:2219 as

applicable, and as set forth in the Contract Documents.

Delgado Community College reserves the right to reject any or all bids, to waive any and all

informalities, and to reject nonconforming, non-responsive, or conditional bids whichever is in the best

interest of Delgado Community College.
