Summary

A. Purpose and Background

The purpose of this RFP is to solicit Proposals for drug and breath alcohol testing services for the DAS State of Ohio Drug-Free Workplace Services Program (Agency). The Agency is responsible for administering both non-regulated and regulated drug and breath alcohol testing (e.g., pre-employment, reasonable suspicion, return to duty, follow-up, workers’ compensation, and random testing) in compliance with the Ohio Drug-Free Workforce Policy and drug and breath alcohol abuse testing as required by the Federal Omnibus Transportation Employee Testing Act of 1991 (Pub L., 102-143, Title V). It is anticipated that the Contractor will perform a total of 12,000 – 14,000 drug and/or breath alcohol tests per year.

B.Scope of Work Overview

An overview of the Work is provided below. The scope of work and requirements are provided in greater detail within Part 1, Scope of Work.

The Work will include drug and/or breath alcohol testing for employees of approximately 90 State agencies, boards and commissions (State Agencies). The Contractor will work primarily with the Agency. The Contractor must also provide Federal Department of Transportation (DOT) and non-DOT urinalysis drug screens and breath alcohol tests. The breath alcohol tests must be conducted by using an evidential breath testing device (EBT) that is approved by the National Highway Traffic Safety Administration (NHTSA) for both initial and confirmation alcohol screenings. The Work will include collections during each collection site’s normal business hours (Daytime), and a small percentage of collections will occur after normal business hours (7:00 p.m. through 7:00 a.m., Sunday and Saturday, hereafter referred to as After-Hours) for post-accident, workers’ compensation, reasonable suspicion or pre-scheduled random drug and/or breath alcohol tests.
